Professor Hoang Chuong, full name Truong Hoang Chuong, was born in 1931 in Binh Dinh. He studied at the Soviet University of Theater and did postgraduate studies in Romania.

Professor Hoang Chuong has devoted his life to researching, preserving and promoting national culture, especially traditional arts. He is the founder of the Center for Preservation and Promotion of National Arts, which in 2019 was transformed into the Institute for Research on Preservation and Promotion of National Culture under the Vietnam Union of Science and Technology Associations.
He chaired and worked with the Institute to successfully complete 5 ministerial-level research topics: “Water puppetry art”; “Finding the origin of Quan Ho”; “The life and career of the famous person Dao Tan”; “100 years of Cai Luong art and Bai Choi folk opera art”. In addition, he also coordinated with many localities, departments, branches and units to organize more than 60 scientific seminars with many diverse topics to practically and effectively serve the cause of preserving and promoting national culture and the culture of the Capital.
Professor Hoang Chuong is also the one who came up with the idea and proposed that the Government, the National Traffic Safety Committee, the Ministry of Culture, Sports and Tourism, and the Ministry of Education and Training implement two major projects, which have been implemented in Hanoi and across the country for many years: the "School Stage" project and the "Bringing Traffic Culture into the Community Through Mass Media and Literature and Art Forms" project.
Along with the two major projects above, in 2010, Professor Hoang Chuong and a group of scientists from the Institute built the project "Restoring the art of Bai Choi in Hanoi Capital" and successfully restored the ancient Bai Choi play "Thoai Khanh - Chau Tuan", performing it for the people of the Capital on the occasion of the 1,000th anniversary of Thang Long - Hanoi.
Professor Hoang Chuong personally has many scientific works published and highly appreciated by public opinion such as: "In search of the beauty of national theater"; "Tuong and national martial arts"; "The art of Bai Choi, Tuong, treasures of national culture"...
In addition, he also teaches at many art schools in the country and is the only person invited to lecture to American students who come to Vietnam to practice traditional Vietnamese art for 15 consecutive years in Hanoi. For many years, Professor Hoang Chuong has been invited by organizations in developed countries such as the US, UK, France, Germany, Korea, Japan, etc. to lecture on traditional Vietnamese art, contributing to promoting the culture and people of the capital and the country.
Professor Hoang Chuong has been awarded many noble titles by the Party, the State and all levels: Medal for the cause of culture and information and Medal for peace and friendship among nations in 2001; Second-class Labor Medal in 2000; First-class Labor Medal in 2005; The President awarded the title of Labor Hero in 2020.
Hanoi City People's Committee awarded the title of Outstanding Capital Citizen in 2021.
