Reduce pressure on teachers
The Circular stipulates that each teacher cannot hold more than two concurrent positions. Teachers' working hours are based on the school year and are converted into teaching hours, including the number of teaching hours in a school year and the average number of teaching hours in a week according to the norm.
Of which, primary school teachers teach 23 periods/week; secondary school teachers teach 19 periods/week and high school teachers teach 17 periods/week.
The assignment and arrangement of tasks for teachers must ensure regulations on teaching hours, working hours, and rest hours according to the provisions of law, ensuring fairness among teachers in the same school.

In case of having to arrange part-time teachers, the principal shall give priority to assigning part-time teachers who do not have enough average teaching hours per week and ensure that the teachers meet the requirements of the task.
The Ministry of Education and Training also clearly stipulates that, based on the educational plan, the current situation of the team and the teaching hour norm in a school year, the principal assigns teachers to teach according to the average teaching hour norm in a week. In case teachers must be assigned to teach more than the average teaching hour norm in a week, the total number of extra teaching hours in a week must not exceed 50% of the weekly norm.
For tasks that have not been regulated to reduce the teaching period norm or have not been converted into teaching periods, the principal shall base on the complexity and workload of the task, estimate the number of converted teaching periods for that task, and seek the opinion of the school board. After reaching an agreement, the school must report to the competent management authority.
Teachers are clearly defined in their responsibilities, which is that in addition to teaching, they must proactively grasp information about students in each class assigned to them. They must have an action plan to promote student progress; and support the monitoring of student learning and training.
Regarding operating time, each school ensures 35 weeks of actual teaching/school year. In addition, there are 2 reserve weeks for unusual cases such as natural disasters and epidemics that may occur.
The principal and vice principal are on summer vacation.
Principals, vice principals and teachers of general education work 42 weeks because they have 3 more weeks to study and improve their qualifications; 2 weeks to prepare for the new school year and summarize the school year.
The Circular also clearly stipulates the summer vacation time of teachers, principals and vice principals.
However, during the summer vacation, teachers will participate in training and development according to the requirements of the job position and carry out the exam. Then, based on the school year plan, the principal will arrange the teachers' annual summer vacation accordingly.
In particular, in this circular, the Ministry of Education and Training has clearly stipulated the annual summer vacation time of principals and vice principals. Accordingly, during the school year, principals and vice principals are entitled to summer vacation and holidays according to the provisions of the Labor Code and the Law on Social Insurance.
The summer vacation of the principal and vice principal is flexibly arranged during the school year and during the summer vacation of teachers to ensure that school activities take place normally and to ensure the completion of work tasks summoned by the management agency.
Ms. Nguyen Thi Van Hong, Principal of Chuong Duong Secondary School, Hoan Kiem District (Hanoi) said that the new Circular of the Ministry of Education and Training clearly stipulates the standards and responsibilities of teachers and school managers.
In the past, principals and vice principals did not actually have summer vacation time because after the students finished the school year, there was still a lot of work related to supporting 9th grade students to review for exams, participating in invigilation and grading the 10th grade entrance exam. After that, the school would participate in tasks such as returning scores, guiding students to enroll, and preparing facilities for online and in-person enrollment.
“After completing enrollment, the principal, vice principal and teachers will participate in professional training to prepare for the new school year. Therefore, when there are new clear regulations, it will be more convenient for schools to arrange, schedule tasks and take summer vacations,” said Ms. Hong.
According to Ms. Hong, the regulation that each teacher cannot hold more than two jobs is appropriate because it allows teachers to devote time and dedication to teaching hours.
In reality, each teacher has 19 periods and if they are homeroom teachers, 4 periods are deducted. They actually teach 15 periods/week, but being a homeroom teacher requires a lot of work that is difficult to list.
A teacher at a secondary school in Hanoi said that she used to have to do three jobs at the same time: subject teacher, homeroom teacher and supporter of the Youth Union activities. The school often organized activities so she had to do many anonymous and unbilled jobs.
Not to mention, being a homeroom teacher is also very hard because you have to closely monitor the learning situation, conflicts between friends and groups to grasp the situation and have solutions to handle it. Parents texting and calling to exchange information about their children day and night is very stressful. "Therefore, when there is a regulation that each teacher cannot be assigned more than 2 tasks, I am very excited because that is the only way to ensure the rights and fairness among teachers in the school," the teacher said.
