Determining the completion of new rural criteria (NTM) is difficult, maintaining and improving the quality of the criteria is even more difficult. Therefore, in recent years, the Party Committee, government and people of Vinh Vien A commune, Long My district, have actively implemented many solutions, determined to maintain and improve the quality of NTM criteria, aiming for advanced NTM.

People focus on economic development, both improving their lives and contributing to building the new rural commune of Vinh Vien A.

Since being recognized as a commune meeting the NTM standards in 2023, the NTM picture in Vinh Vien A's homeland has become increasingly prosperous, with the image of new, spacious houses, long, wide concrete roads stretching to each hamlet; many welfare works have been built; the traffic and irrigation systems have been solidified, creating favorable conditions for people to develop their socio-economy and improve their lives. The achievements are the result of the flexible and creative application of the local Party Committee and government in leadership, direction, and operation, and the consensus of the people in the process of building NTM.

Being a purely agricultural commune, people's income mainly depends on agricultural production. In previous years, Vinh Vien A commune faced many difficulties in socio-economic development. Therefore, when starting to build a new rural area, the Party Committee and the government of Vinh Vien A commune always determined to maximize internal strength, "taking the people as the root" to act as a "lever" to complete all criteria. Propaganda work was promoted with many diverse forms to help people understand their role as both the subject and the beneficiary of those achievements.

Along with that, promoting the strength of garden economy, the commune focuses on developing fruit trees with combined models that bring high economic efficiency such as: raising fish - pigs, growing jackfruit - rice - fish, circular models (raising cows - growing grass - earthworms - eels). Besides, implementing lighting models, planting trees, building fences and choosing suitable OCOP products that meet NTM standards... Cultural and social fields are valued, social security is ensured; the material and spiritual life of the people is improved and gradually raised.

Mr. Le Quoc Khai, in Hamlet 8, Vinh Vien A Commune, Long My District, said he was very happy because his commune achieved NTM status. Mr. Khai said: “Now that the roads have been built, traveling and trading are more convenient. Besides, the lives of people here have also improved significantly. At that time, I only sold fresh eels. After joining the cooperative, if there was an order, I would make one-sun-dried eels to sell. The selling price was much higher than selling fresh eels, so my income also increased.”

Mr. Bui Tien Giang, Vice Chairman of Vinh Vien A Commune People's Committee, said: "Building a new rural area is difficult, maintaining and improving the quality of the criteria is even more difficult. Therefore, after being recognized as a commune meeting the new rural standards, the locality continues to develop plans and continue to improve the quality of the criteria, striving to implement criteria such as planning, housing, cultural facilities... Up to now, the whole commune has 30 outstanding production models such as: VietGAP eel farming model for high income in Hamlet 8 with an area of ​​3ha/15 households for income from 200-300 million VND/ha/year; pineapple growing model according to VietGAP standards in Hamlet 6, with an area of ​​50.2ha/21 households for income from 120-200 million VND/ha/year; rice growing model according to GlobalGAP standards in Hamlet 10 with an area of ​​50ha for income from 80-100 million VND VND/ha/year…”.

With the development of agricultural production, Vinh Vien A commune also actively focuses on creating conditions and attracting investment in small-scale industrial production and secondary industries. In addition, the commune has implemented policies to support and encourage the development of agricultural and small-scale industrial services, which have been enthusiastically responded to by the people. In addition, the commune has also coordinated to organize 2 vocational training courses for 50 rural workers to create more jobs, increase income for idle workers, contribute to sustainable poverty reduction, and ensure social security.

Economic development is the foundation for improving the material and spiritual life of the people. The average income per capita is currently 59.16 million VND/person/year, an increase of nearly 40 million VND compared to 2010, when the commune was 19.16 million VND/person/year. The multidimensional poverty rate in 2023 of the commune is 2.55%; the rate of households using clean water according to standards from centralized water supply works is 30.59%. 100% of the roads in the commune's hamlets are cleaned; trees are planted to create a landscape along the main roads in the commune, in the premises of households, bright, green, clean and beautiful. The movement to build a cultural life, associated with building a new rural area has been effective, in the commune there are 5 hamlet cultural houses, reaching a rate of 100%. Comprehensive education quality, 3 schools all meet national standards. The medical station has been invested in and upgraded to meet the health care needs of the people. Political security and social order and safety are maintained.

Mr. Le Hong Viet, Head of the Department of Agriculture and Rural Development of Long My district, said: In the past time, Long My district in general and Vinh Vien A commune in particular have achieved outstanding achievements in the local new rural construction movement. Up to now, the whole district has 5/7 communes meeting new rural standards and 1 commune meeting advanced new rural standards. The above achievements are thanks to the very specific and drastic leadership and direction of the Party Committee, the government and the high support and consensus of the people; the support of the entire political system in choosing breakthrough solutions such as opening the market, applying good, safe and quality production processes; creating a favorable environment to attract investment from society and businesses; arousing confidence and encouraging the spirit of innovation and entrepreneurship in the whole society; regularly paying attention to people's lives... To continue to maintain and improve the quality of new rural criteria, communes need to pay attention to calling for investment, consolidating and improving the quality of the achieved criteria. Strengthening the work of mobilizing and propagating new rural construction to the people.

Based on that goal, Long My district has been focusing on synchronous solutions to maintain and improve the quality of the achieved criteria in a substantial, sustainable and increasingly perfect manner. Identifying the core content in implementing the goal of building a new rural district as developing the economy and increasing people's income, the district directs communes to continue to form and develop concentrated production areas with key products associated with production linkages according to the value chain; at the same time, improve the quality of OCOP products to access the market; focus on solving urgent problems in rural areas such as waste treatment, clean water, environment, etc. In addition, mobilize socialized resources to invest in and upgrade essential infrastructure and works directly serving production, in accordance with the requirements and aspirations of the people.

“Determining that the construction of the new rural area has a starting point, not an ending point, requires a continuous, long-term, and non-stop process of building the new rural area. Therefore, localities need to proactively develop plans and organize the implementation of the new rural area construction program in a scientific and methodical manner, avoiding the mentality of being satisfied, complacent, and chasing after achievements. Especially, there must be a roadmap and solutions to maintain and improve the quality of the new rural area criteria according to the new set of criteria, focusing on the criteria that have been reduced and the criteria that are difficult to implement. In addition, we must continue to pay attention to and invest in the development of culture, health care, education, and rural environmental issues in the process of developing production, providing clean water, and building a green - clean - beautiful environmental landscape...”, Mr. Viet added.
