Removing material source obstacles for Khanh Hoa - Buon Ma Thuot Expressway Project

Faced with the current difficulties in the source of construction materials for the Khanh Hoa - Buon Ma Thuot Expressway Project, relevant units and localities are focusing on removing legal procedures and proposing solutions to coordinate materials to balance among component projects.

The Management Board of the Provincial Traffic Construction Investment and Rural Development Project - the investor of Component 3 Project, said that the material demand of the entire project requires about 1.4 million m3 of various types of stone, 0.4 million m3 of sand and 1.4 million m3 of fill soil. Of which, in packages 01 and 02, the basic material mines meet the project construction process, while package 03 is currently lacking and facing difficulties in quarry procedures.

The total demand for material coordination for the contractor of Package 03 of Component Project 3 requires nearly 130,000m3. Specifically, although Construction Corporation No. 1 - JSC (abbreviated as CC1) has reached an agreement with the landowner of the remaining area of ​​the soil and rock quarry in Hoa Tien commune (Krong Pac district), the negotiation encountered many difficulties and obstacles, so it was unable to select a location to conduct a survey and prepare a mine exploitation dossier. Faced with the above difficulties, contractor CC1 requested to transfer rocks from the quarry of Joint Stock Company 484 (quarry in village 6B, Ea Pal commune, Ea Kar district).

Similarly, for Trung Nam Construction and Installation Joint Stock Company, it had previously conducted a survey and established a material mine profile for a special soil and rock mine in Hoa Tien Commune (Krong Pac District) and was provided with Exploitation Confirmation No. 2312/XN-UBND, dated March 21, 2024. However, the process of implementing the next steps to complete the procedures was prolonged, so the exploitation for construction work was not timely. Therefore, the enterprise proposed to use stone from the quarry in Hamlet 6B of Joint Stock Company 484.

As of May 9, 2025, the cumulative disbursement of Component Project 3 reached over VND 2,700 billion (62.7%) compared to the total allocated capital. Compared to the committed plan to complete before August 30, 2025, the contractor is behind schedule by about 4.56%, equivalent to about VND 192.07 billion.

Regarding the construction process, the later the stage, when implementing the construction of foundation and road surface items, the higher the demand for crushed stone aggregate and asphalt concrete aggregate. Meanwhile, some commercial material mines in the province have not been able to provide a synchronous and stable supply to meet the construction process of contractors. Therefore, to proactively source stone materials for construction, contractors found that the source of stone materials from the quarry provided under a special mechanism in village 6B to Joint Stock Company 484 to serve Component Project 2 has many advantages to supply to Component Project 3. With the necessity and urgency of accelerating the construction progress of the project, contractors proposed to transfer a volume of stone from Component Project 2 to serve the construction of Component Project 3.

Regarding the source of materials at the quarry in Hamlet 6B, on the side of Project Management Board 6 (the investor of Component Project 2), the permitted mining capacity of the quarry in Hamlet 6B is 1,180,000 m3 of raw stone. Meanwhile, the total demand for raw stone to serve Component Project 2 requires about 926,000 m3, 254,000 m3 more than the license (the reason for the decrease is due to the use of most of the stone material excavated from the Phoenix tunnel for use in the project and the volume that contractors have purchased at commercial mines).

Project Management Board 6 affirms that the stone material supply capacity of the 6B village quarry is sufficient to meet the demand for both Component Project 2 and the remaining volume of Component Project 3 without exceeding the total limit confirmed by the Dak Lak Provincial People's Committee in Confirmation No. 1177/XN-UBND, dated February 7, 2024.

According to calculations, the material quarry in village 6B, Ea Pal commune (Ea Kar district) provides enough stone for the construction of Component Project 2 and the remaining volume of Component Project 3.

According to CC1's calculations, the enterprise using the stone quarry in village 6B will have transportation costs increase by about 14 billion VND compared to using stone at Hoa Tien quarry; and for Trung Nam Construction and Installation Joint Stock Company, transportation costs are expected to increase by more than 4.6 billion VND compared to using stone at Hoa Tien quarry. To ensure the supply of stone and meet the construction schedule, the contractors have committed to not incur additional costs, not increase the construction estimate, ensure savings, meet the schedule and quality.

According to the investor of Component 3 Project, ensuring the source of construction materials not only helps projects to be completed on schedule, but is also a factor that directly affects the quality of works and the efficiency of public investment. In particular, the Khanh Hoa - Buon Ma Thuot Expressway Project is one of the key projects that applies a special mechanism on mining materials according to the provisions of Article 5 of Resolution No. 43/2022/QH15, dated January 11, 2022 of the National Assembly on fiscal and monetary policies to support the Socio-economic Recovery and Development Program and Article 4 of Resolution No. 106/2023/QH15, dated November 28, 2023 of the National Assembly on piloting a number of special policies on investment in road construction. Therefore, the coordination of a part of the stone volume from the quarry in village 6B granted under the special mechanism for Component Project 2 to Component Project 3 still ensures legality for implementation, especially in the condition that the demand for stone materials of Component Project 3 is facing many difficulties.
