Parliamentary perspective: "Quenching up" textbooks

According to the draft Law amending and supplementing a number of articles of the Law on Education that has just been submitted by the Government to the National Assembly, the whole country will only use one set of textbooks, and the Government will stipulate free textbooks for students.

This is a regulation that receives attention and expectation from society, because of the situation of "chaos in textbooks" and "chaos in prices". The short time of implementing the policy of "one program, many sets of textbooks" has made parents very tired.

The policy of "one program, many textbooks" was introduced with the very good goal of creating healthy competition in the quality and price of textbooks. But when implementing the policy in practice, many tricks were used to force parents to buy textbooks according to the choice of each school. As a result, the price of textbooks is much higher than before. Each set of textbooks after being used in a school year is very difficult to reuse, because the choice of each school is different, even the same school but each year has a different choice with a mix of many textbooks. Parents who want to buy books for their children also have difficulty. Thus, we not only fail to achieve the original good goal but also cause a huge waste for society.

Returning to the method of the whole country using only one set of unified textbooks will certainly solve the situation of "chaos in textbooks" and "chaos in textbook prices". It also gives us a valuable lesson: Policies that have been applied stably, do not hinder development, and have a wide-ranging impact on the whole society must be considered carefully and from many angles every time they are changed. Because the price of subjectivity and voluntarism is never small.
