Comments on the draft documents of the 14th National Congress: Continuing to arouse Vietnam's global strength

From Germany, Vietnamese intellectuals and overseas Vietnamese expressed high consensus with the draft documents of the 14th National Congress, emphasizing the role of the global Vietnamese community in building a prosperous and humane country.

Towards the 14th National Congress of the Communist Party of Vietnam , the draft Congress documents have reached a large number of people nationwide as well as overseas Vietnamese around the world, including the Vietnamese community in the Federal Republic of Germany.

VNA correspondent in Berlin had an interview with Mr. Pham Khanh Nam, Editor-in-Chief of Huong Viet Magazine, on the topic of promoting the role of the overseas Vietnamese community in the cause of national development and international integration in the new situation.

Regarding the viewpoint on foreign affairs and international integration in the new situation, Mr. Pham Khanh Nam completely agrees with the draft documents of the 14th National Congress identifying foreign affairs and international integration as important and regular tasks, closely linked with national defense, security, economic and cultural development.

In the context of deep globalization, more than 6 million Vietnamese people abroad, including over 200,000 people in the Federal Republic of Germany, are becoming a strategic resource of the country, both soft power and a bridge of friendship, cooperation and knowledge transfer between Vietnam and the world .

To develop this potential, Mr. Pham Khanh Nam proposed to build a flexible coordination mechanism between diplomatic agencies and overseas Vietnamese associations, in order to effectively implement people-to-people diplomacy, culture, education and economy programs; Develop a network of "People's Ambassadors" in the global Vietnamese community, so that every overseas Vietnamese can become a trusted bridge and close friend of Vietnam in the international arena; Promote the image of Vietnam as integrated, humane and innovative, through exchange activities, cultural-economic forums, scientific exhibitions and educational cooperation.

Referring to promoting overseas Vietnamese resources in innovation and national development, Mr. Pham Khanh Nam said that the draft documents of the 14th National Congress identify science and technology, innovation and digital transformation as the central driving force for rapid and sustainable development.

In that trend, the team of Vietnamese intellectuals, businessmen and experts in Germany and many other countries are having outstanding strengths in fields such as renewable energy, medicine, finance, education and digital technology.

Mr. Pham Khanh Nam proposed to establish a regular connection mechanism between the network of Vietnamese intellectuals abroad and ministries, branches and localities in the country, to share experiences, provide policy advice and cooperate in research and technology transfer; Build a fund or special program to support overseas Vietnamese to invest and start innovative businesses in Vietnam, including preferential procedures, intellectual property protection, green technology transfer and clean energy; Encourage the model of "overseas intellectuals returning home under short-term projects", helping to take advantage of global intellectual resources while still being suitable for the flexible working conditions of international experts.

Regarding the development of culture, education and the young generation of overseas Vietnamese, Mr. Pham Khanh Nam affirmed that the draft documents of the 14th National Congress emphasize building well-rounded Vietnamese people, full of patriotism, with the mettle and knowledge to integrate.

In overseas Vietnamese work, this needs to be demonstrated through preserving language, culture and a sense of belonging to one's roots in the younger generation.

Mr. Pham Khanh Nam suggested promoting Vietnamese language teaching and learning programs abroad, considering this a long-term cultural and educational task.

Models such as the Vietnamese Language Class in Frankfurt, actively supported by the Vietnamese Consulate General, are vivid evidence of the effectiveness of coordination between the State and the community, which should be replicated globally; developing the "Vietnamese House" system in countries with a large number of overseas Vietnamese, as a center for community activities, cultural preservation, legal advice, career guidance, support for vocational study abroad and young workers.

This will be a connecting space, helping overseas Vietnamese reduce homesickness, become more attached to the national culture and actively contribute to their homeland; expand exchange, internship and research programs in Vietnam for overseas Vietnamese youth; build a digital platform connecting Vietnamese youth globally to share ideas on startups, innovation and social volunteerism.

Regarding strengthening the great national unity bloc, Mr. Pham Khanh Nam said that the spirit of "taking the people as the root" is expressed throughout the draft documents of the 14th National Congress.

For the Vietnamese community abroad, this is the motto to strengthen trust and arouse the spirit of blood ties between overseas Vietnamese and the Fatherland.

Specifically, Mr. Pham Khanh Nam proposed organizing regular policy dialogues between domestic agencies and overseas Vietnamese representatives, ensuring that the voices of overseas Vietnamese are heard in the process of formulating policies and strategies; simplifying administrative procedures, recognizing degrees, creating favorable conditions for investment, repatriation and participation in national development projects; making the development of the overseas Vietnamese community a strategic component in building the great national unity bloc, considering it a part of the nation's soft power and the foundation for protecting the Fatherland early and from afar.

In short, the Vietnamese community abroad is an inseparable part of the nation, an important spiritual and intellectual driving force in the cause of prosperous and happy development of the country.

Promoting the strength of overseas Vietnamese is to realize the three major orientations of the draft documents of the 14th National Congress: Arousing the aspiration for prosperous and happy development so that every Vietnamese, wherever they are, can be proud of and contribute to the Fatherland; Building a clean and strong Party and political system, associated with great national unity, including more than 6 million overseas Vietnamese; Innovating, creating, and comprehensively and deeply integrating internationally, with overseas Vietnamese being an important bridge between Vietnam and the world.

With that spirit, Mr. Pham Khanh Nam believes that the 14th National Party Congress will continue to arouse Vietnam's global strength, bringing the country firmly on the path of prosperous, civilized and happy development./.
