Professor Huynh Van Chuong: Note the differences between the two high school graduation exam programs

Professor Huynh Van Chuong shared that there is only 1 month left until the 2025 High School Graduation Exam. Preparations are moving towards the final stages, including completing the industry database. At this time, if any candidates still have incorrect information, they will still be given maximum conditions to complete the exam room arrangement data on June 11.

Timelines to remember: from June 1-6, organize a synchronous review of learning results from the industry database; from June 11, complete registration numbering and exam room arrangement; from June 26-27, organize the exam nationwide; on June 13, compare exam result data and at exactly 8:00 a.m. on July 16, announce exam results to candidates.

Regarding the organization of the exam, according to the Director of the Department of Quality Management, this year the exam will be held for two programs, the 2006 General Education Program and the 2018 General Education Program, in which although the 2006 program only had 25,000 candidates, through review, it was found that most localities had to organize an exam site for candidates in this category. The Ministry of Education and Training noted.

The examination councils should avoid confusion in directing and organizing the examinations and at the same time require the departments to carefully study the examination regulations of the two programs which have new and fundamentally different points.

According to Professor Chuong, when organizing the exam, there are some basic differences between the 2006 General Education Program and the 2018 General Education Program. That is, for candidates taking the exam according to the 2006 program, the number of multiple-choice test papers that need to be packed in each bag is enough 24 test codes and each test paper is from 4-5 A4 sheets.

Meanwhile, candidates taking the 2018 General Education Program may have many subjects in the exam room, especially elective subjects, and the exam papers are only printed enough for the number of candidates in the room. For example, a room with 10 candidates taking the Physics exam will only print from code 01-10.

Regarding the invigilation, candidates who only take the second exam in the combined exam according to the 2006 General Education Program must be present 10 minutes before the exam time, the break time between the 2 exams in the optional exam/combined exam of the old program is 10 minutes while in the 2018 General Education Program, candidates must be present from the beginning of the exam and wait in the waiting room and the break time between the 2 exams increases to 15 minutes.

According to the 2006 program, the secretary collected and kept the extra exam papers in the Council room, but with the new program, the invigilator is responsible for keeping them in the exam room.

Notably, Professor Huynh Van Chuong noted that candidates taking the 2006 General Education Program are allowed to bring Atlases into the exam room and use them, but in the 2018 General Education Program, candidates are not allowed to use Atlases or bring them into the exam room.

"4 yes" and "3 no"

According to Deputy Minister of Education and Training Pham Ngoc Thuong, before this year's exam, the Prime Minister sent two telegrams to localities to thoroughly and carefully prepare for the exam, and not let the arrangement of two-level government affect the exam.

In particular, it is stated that the Chairmen of the People's Committees of provinces and cities must take full responsibility for the exam. The exam preparation principle must be clear about the people, the work, and the time, and no content must be left unchecked or unsupervised to ensure the exam is organized safely, seriously, in accordance with regulations, and to create the most favorable conditions for candidates.

The 2025 High School Graduation Exam will take place on June 26-27.

Up to this point, preparations are being urgently implemented and the Ministry of Education and Training has not received any information reflecting problems or difficulties from localities.

In early June, inspection teams from the Ministry of Education and Training will inspect the exam preparation work of localities to grasp the situation. Ten specialized inspection teams will be established in localities to promptly remove obstacles before the exam. The Deputy Prime Minister will also directly inspect the exam preparation work in the provinces.

According to Deputy Minister Thuong, the new point of this year's exam is that candidates will take the exam according to the 2018 General Education Program with the 2 + 2 option (2 compulsory subjects, 2 elective subjects). In particular, for the elective subjects, there will be 2 shifts in the exam room, with a 15-minute interval between the 2 shifts so that students have time to rest. This content was tested by the Ministry of Education and Training in many localities before being applied.

Regarding the issue of ensuring security and safety inside and outside the exam room, the Ministry of Education and Training also attaches special importance to preventing cheating in this year's exam. The Ministry of Education and Training is coordinating with the Ministry of Public Security to provide training on the use of cheating devices, including situations where candidates may use artificial intelligence to cheat. Exam sites will be carefully reviewed before and during the exam with the aim of preventing such situations from occurring.

The leaders of the Ministry of Education and Training thoroughly grasped the general requirements of the Departments of Education and Training to organize the high school graduation exam safely, seriously, fairly, in accordance with regulations, reduce pressure, reduce costs, ensure reliability, and ensure quality.

He emphasized the "4 rights" and "3 no's" viewpoints, in which the "4 rights" are: Correct regulations and exam instructions; correct and complete procedures; correct assigned positions, responsibilities and tasks; correct timing to promptly handle unusual situations and incidents;

"3 no's" are: no negligence, subjectivity; no excessive stress, pressure; no arbitrarily handling unusual situations or incidents.

"We must anticipate all possible situations. When an incident occurs, it must be handled according to regulations in the spirit of ensuring the rights of candidates. Exam invigilators must absolutely not be creative in handling unusual situations but must seek the opinion of the Examination Council," Deputy Minister Pham Ngoc Thuong reminded the Departments of Education and Training about exam preparation.
