In his position as Deputy Head of the Propaganda and Mass Mobilization Department of Bac Yen District Party Committee (old), he advised the Head of the Department and directly monitored and was in charge of ethnic and religious work, implementing democracy at the grassroots level, and the emulation movement "Skilled Mass Mobilization", comrade directly advised on the development of regular work plans and programs; managed the work of the Committee according to the working regulations and assigned tasks; proposed contents and solutions to the collective of the District Party Committee's Propaganda and Mass Mobilization Committee to submit to the Standing Committee, the Standing Committee of the District Party Committee to lead and direct mass mobilization work to achieve encouraging results, including: advised on organizing the study, dissemination, and concretization of resolutions, decisions, and conclusions on mass mobilization work; consolidated and perfected the Steering Committee for implementing the Grassroots Democracy Regulations at all levels ( now the Steering Committee for implementing grassroots democracy ); researched and proposed to the Party Committee to lead and direct the implementation of grassroots democracy, concretizing the motto "People know, people discuss, people do, people inspect, people supervise, people benefit". The implementation of grassroots democracy in all types of organizations has been carried out methodically and effectively; Regularly pay attention to administrative reform, focusing on administrative procedure reform, implementing the "one-stop shop" and "interconnected one-stop shop" regimes, and online public services from the district to communes and towns. The district has 16/16 communes and towns with "one-stop shop" and "modern one-stop shop" units; successfully build the "Friendly Government" model in Bac Yen Town; coordinate to participate in the online contest " Learning about the law on implementing democracy at the grassroots level" in the province in 2024, attracting over 2,500 participants.

Advise the Standing Committee of the District Party Committee to issue Resolution No. 20-NQ/HU, dated August 1, 2023 on preserving and promoting cultural values ​​and identities; eliminating backward customs; building a civilized lifestyle among ethnic groups in Bac Yen district for the period of 2023 - 2025, with a vision to 2030. In recent years, the work of preserving and promoting the cultural identity values ​​of ethnic groups in the district has achieved positive results; a number of traditional cultural festivals of ethnic groups have been restored and organized such as: the Harvest Festival of the Dao ethnic group (Phieng Con commune), the Xen Ban Festival of the Thai ethnic group (Pac Nga commune), the New Rice Festival (Chim Van commune); Cultural Festival, Traditional New Year of Hang Chu commune, Boat Racing Festival (Song Pe commune); Thai Xoe Festival (Muong Khoa commune), Golden Season Festival (Xim Vang commune), Festival in the homeland of husband and wife A Phu (Hong Ngai commune), Lotus Lake Festival (Hua Nhan commune); Horse Hoof Festival in the clouds (Hang Dong commune); directing and guiding the establishment of cultural clubs such as: Muong Club, Bac Yen district; Thai cultural preservation club; Dao cultural club; opening 02 classes to teach Thai and Dao ethnic languages... have practically contributed to improving the spiritual life of the people .

Advise the Party Committee to lead and direct the implementation of Directive No. 11-CT/TU, dated September 28, 2021 of the Provincial Party Standing Committee on promoting the implementation of the emulation movement "Skilled mass mobilization" associated with patriotic emulation movements; Directing the review and registration of the construction and implementation of "Skilled Mass Mobilization" models for the period 2021-2025, achieving an average of over 100 " Skilled Mass Mobilization" models at all levels each year (118 models in 2022-2023; 103 models in 2024, 89 models by the end of May 2025 ), including 03 provincial-level models, typically the " Socialization Mobilization " model of installing solar lighting, equipping computers and printers for villages and sub-regions. By May 2025, 2,135 solar lights had been installed in 99/99 villages and sub-regions, reaching 100% with an amount of VND 5,074,303,000; equipping 99 computers and printers in 99 villages and sub-regions with an amount of VND 1,345,200,000.

Advise and monitor the activities of the Fatherland Front and socio- political organizations; over the years, the activities of the Fatherland Front and socio-political organizations have always been innovated and improved, typically the results of mobilizing the entire political system to join hands for the poor.
