Shining example of "the keeper of the scales of justice"

Graduated from the Criminal Law Department of Hanoi Law University, in 2004, Mr. Le Sy Hy (born in 1979) was accepted to work as a court clerk at the People's Court of Quan Hoa district. With a spirit of learning, learning and constant efforts in his work, in 2013 he was appointed as a judge, directly handling and trying all types of cases. He then continued to be appointed as Deputy Chief Justice of the People's Court of Quan Hoa and Thuong Xuan districts, and then held the position of Chief Justice of the People's Court of Thuong Xuan district from July 2020 to present.

In carrying out assigned tasks, regardless of different positions, working conditions and circumstances, Judge Le Sy Hy always upholds the spirit, responsibility and ethics of a judge "Serving the public, following the law, being fair and impartial". He believes that: "A judge when resolving and adjudicating all types of cases must be truly courageous, impartial, objective, fair, reasonable and respect the law". Therefore, although the number of cases assigned to him is increasing, and he holds a leadership and management position, he has proactively spent adequate time to learn and thoroughly research the records, behavior, nature and circumstances of the parties, personal background... in each case and incident. From there, he analyzes and evaluates objectively and impartially to properly apply the provisions of the law. In the process of resolving cases, Judge Le Sy Hy has pioneered the application and software of the Supreme People's Court, creating maximum convenience for the performance of his duties.

With a scientific and methodical approach, Judge Le Sy Hy's annual case resolution rate is always high, far exceeding the target assigned by the Supreme People's Court. In 2024, out of 324 cases resolved by the People's Court of Thuong Xuan district, he directly resolved and tried 169 cases of all kinds. Of which, the rate of criminal case resolution was absolute, with no cases annulled or amended due to subjective errors of the judges.

Judge Le Sy Hy affirmed: “The verdicts were announced for the right person, the right crime, and the right law, without wrongful convictions or letting criminals escape. The court’s sentence was commensurate with the nature, behavior, level of crime, and personal background of the defendant. Thereby, it contributed to deterring and preventing crime, stabilizing security, order, and social safety in the area.”

In line with the Party's judicial reform policy, in addition to taking the lead, Chief Justice Le Sy Hy also requested the unit's cadres and civil servants to promote dialogue and mediation work, creating conditions for the parties to decide their own disputes in civil, marriage - family, commercial and labor cases... In particular, judges and court clerks are required to thoroughly study the records, nature of the dispute, and circumstances of the parties. From there, they will propagate and explain the law, and encourage them to decide the dispute in a direction suitable for the parties. Judge Le Sy Hy himself has also proactively accepted to resolve complicated and prolonged cases... With this approach, the successful mediation rate of the People's Court of Thuong Xuan district has continuously reached high levels, at over 80% over the years. Through this, it has contributed to strengthening the sentiments in the community and reducing costs in organizing court sessions.

Taking on the role of Chief Justice of the People's Court of Thuong Xuan District with the number of cases to be handled and resolved increasing over the years, while the staffing is still limited, Judge Le Sy Hy has proactively and flexibly deployed solutions. Focusing on randomly assigning cases to judges, maintaining regular meetings to grasp and promptly resolve difficulties, speeding up the progress of case resolution. At the same time, systematically and substantially deploying emulation movements "For justice, creating motivation for cadres, civil servants, and workers to strive to fulfill assigned tasks well".

With this approach, the case resolution rate at the People's Court of Thuong Xuan district always meets and exceeds the assigned target. In 2024 alone, 324/333 cases were resolved, reaching a rate of 97.28%. Of which, criminal, commercial and civil cases achieved a resolution rate of 100%. The cases were resolved and tried in accordance with the correct order, procedures and regulations of the law. Judge Le Sy Hy was personally awarded the title "Grassroots Emulation Fighter" by the Chief Justice of the Supreme People's Court.
