In the first quarter of 2025, the total state budget revenue in Ha Giang province was 595 billion VND, reaching 26% of the 2025 plan assigned by the Central Government.
To achieve the above results, Ha Giang province has promptly assigned socio -economic development plans and budget estimates, creating initiative for agencies and units.
Agencies assigned to estimate revenue have proactively monitored, grasped, analyzed, and evaluated the situation and results of monthly budget collection. The financial sector has also proactively issued documents requesting districts and cities to enhance their responsibility in organizing budget collection, strengthening financial discipline, preventing revenue loss, and exploiting additional revenue sources.
In order to complete the collection plan and create a breakthrough in State budget collection in 2025, leaders of agencies and units have analyzed and specifically evaluated the collection results in the first months of the year; clearly pointed out the factors affecting State budget collection in the last months of the year.

Delegates commented that many domestic revenues may not meet the assigned targets, especially for land use fees and tax arrears due to changes, adjustments and amendments to legal regulations. Many regulations do not have specific instructions on processes and procedures, leading to the inability to organize the implementation of contents and tasks related to auctions and bidding for land use rights. The demand for investment and land purchase through auctions of organizations and individuals is not high.
In addition, there are many problems with site clearance for some locations with high revenue value. The construction progress of works and projects is slow, affecting revenue from basic construction.
After listening to the discussion opinions, comrade Phan Huy Ngoc, Chairman of the People's Committee of Ha Giang province, requested departments, branches and localities to coordinate closely and enhance their sense of responsibility in guiding and helping businesses complete documents and procedures to implement projects.

In the second quarter, it is necessary to create a breakthrough in budget collection and carry out the dual task of disbursing investment capital. Increase the attraction of non-budgetary investment, focusing on 6 hydropower plants striving to complete in 2025, urban area projects, and the TH True Milk dairy factory project.
“The sectors must coordinate closely and base on the land price list to have flexibility in organizing land use rights auctions. Focus on resolving difficulties and obstacles in land procedures and determining land prices for urban area projects. Districts and cities must review and, together with the Department of Agriculture and Environment, provide guidance on the process of interlaced land and conversion of land use purposes to ensure the allocated revenue,” emphasized Mr. Phan Huy Ngoc, Chairman of the People's Committee of Ha Giang province.
Along with that, the sectors and localities coordinate to review and count retail and online business households and organize guidance, sign commitments to manage sales, implement electronic invoices to avoid tax losses. Initially, it will be implemented along the axis from Bac Quang-Vi Xuyen district to the northern districts.
