Ha Giang innovates thinking, improves effectiveness of state management of culture

On October 28, 2023 in Ha Giang City, Ha Giang Provincial Party Committee organized the 2023 Cultural Conference. Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department attended and chaired the Conference.

Speaking at the opening of the Conference, Comrade Thao Hong Son, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Ha Giang province, said: Ha Giang is a mountainous border province in the far north of the country, with majestic and beautiful natural scenery and a long-standing cultural history; it is home to 19 ethnic groups, each of which possesses unique cultural values, contributing to creating a rich, diverse, unified and unique cultural appearance of the province. Throughout the thousands of years of history of building and defending the homeland and the country, the ethnic groups in the province have breathed their souls into every rock, mountain and river; so that every inch of the "fence" of the country is always imbued with cultural sediments, clearly expressing the unique worldview and outlook on life of the people here. After more than 130 years of formation and development and more than 30 years of re-establishment of the province, the Party Committee, Government and People of Ha Giang province have been striving to overcome difficulties, promote cultural values and human strength, constantly consolidate the great solidarity of ethnic groups, boost socio-economic development, ensure national defense and security and maintain national border sovereignty . In that glorious history, the cultural values and human strength of Ha Giang have always held an important position and made great contributions. In the context of innovation and increasingly deep international integration today, culture has played an increasingly important role in the development of the province. The results achieved are very encouraging; however, the potential and advantages are still very large, and at the same time, reality has also revealed issues that need to be effectively resolved to continue building and developing Ha Giang culture and people in the new period.

Continuing to thoroughly grasp and organize the implementation of guidelines, viewpoints and policies on building and developing Vietnamese culture and people to meet the requirements of rapid and sustainable national development set forth in the Resolution of the 13th National Party Congress; the direction speech of Comrade General Secretary Nguyen Phu Trong at the National Cultural Conference and the Resolution of the 17th Provincial Party Congress, term 2020-2025, Ha Giang province organized the 2023 Provincial Cultural Conference to deeply and comprehensively assess the current situation and solutions to build and develop Ha Giang culture and people in the new period.

With 51 presentations and opinions at the Conference, the focus was on clarifying the role of culture in social life, the great achievements as well as the limitations, weaknesses and causes, the issues raised and the orientations and solutions to preserve and develop the culture of Ha Giang province in the coming years. In particular, many practical solutions were suggested by the authors such as: solutions to arouse and promote the cultural values and people of Ha Giang; solutions to preserve and promote the cultural identity and cultural heritages in the area; solutions to improve the quality of cultural resources to serve the sustainable development of Ha Giang; solutions to preserve, exploit and promote the values and cultural identities of ethnic minorities in the province; solutions to improve the quality of literature and art of the province, develop the team of artists; solutions to develop the cultural industry market in Vietnam, including Ha Giang...

These valuable and dedicated consultations will be the basis for Party committees and authorities at all levels to propose appropriate policies and strategies to build and develop Ha Giang's culture and people to meet the requirements of rapid and sustainable development in the coming years.

Speaking at the Conference, Comrade Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department affirmed: Ha Giang is a mountainous border province in the far North of the country, with a particularly important strategic position in terms of national defense and security; a land rich in historical, cultural and revolutionary traditions. Along with the thousands of years of heroic history of building and defending the country of our nation, the ethnic groups in Ha Giang province have been steadfast, promoting the tradition of ardent patriotism, solidarity, steadfastly overcoming all difficulties and challenges, striving to build an increasingly rich and beautiful homeland; at the same time, building a unique cultural treasure, unified in diversity, crystallizing the beauty and spirit of the land and people of Ha Giang. Historical sites and cultural values in this majestic and beautiful land on the border of the country have become shining symbols of the patriotism, bravery, intelligence and thousand-year aspirations of generations of our ancestors; is the foundation that fosters the typical qualities of Ha Giang people with passionate patriotism, loyalty, courage, solidarity, self-reliance, tolerance, affection, generosity, diligence, and creativity.

Recognizing the position, role, significance and special importance of culture, over the past time, the Provincial Party Committee, the People's Council, the Provincial People's Committee and localities in the Province have issued many directive documents, gradually consolidating the legal corridor; implementing creative and effective ways in building and developing the culture and people of Ha Giang. The quality and effectiveness of cultural and artistic activities have been gradually improved. Cultural products and services are increasingly rich and diverse, participating more in value chains, directly contributing to ensuring the implementation of socio-economic development targets. The system of tangible and intangible cultural heritages has received attention for investment in preservation and promotion relatively effectively. State management of the cultural field has been strengthened, cultural institutions have made encouraging progress. Grassroots culture, office culture, corporate culture, and school culture have been promoted. The patriotic emulation movement and the movement "All people unite to build a cultural life" have been focused on implementation, achieving practical results. In particular, the Provincial Party Committee has issued and effectively implemented the Resolution on eliminating backward customs and practices, building a civilized lifestyle among the ethnic people of Ha Giang province, period 2022 - 2025, orientation to 2030, achieving important initial results, contributing to improving and enhancing the cultural environment and cultural lifestyle in localities.

In order to promote the achieved results, overcome the limitations and shortcomings, create breakthroughs, stronger and more substantial changes in cultural development and human development, in order to successfully implement the goals set out in the Resolution of the 17th Ha Giang Provincial Party Congress; contribute to the successful implementation of the Resolution of the 13th National Party Congress; Comrade Nguyen Trong Nghia suggested that after today's Conference, the province focus on studying and promulgating a specialized Resolution of the Provincial Party Executive Committee on building and developing Ha Giang culture and people, meeting the requirements of rapid and sustainable development; to unify will and action, synchronously and drastically deploy solutions from now until 2030, with a vision to 2045; focusing on a number of key contents:

First of all, it is necessary to deeply understand and fully grasp the Party's viewpoints and guiding thoughts on culture, raise awareness of the position and role of the task of building and developing culture and people in the cause of rapid and sustainable development of Ha Giang province. Step up the dissemination, widespread, creative and effective propaganda of the Resolution of the 13th National Congress of the Party and 6 groups of tasks, 4 groups of major, profound and comprehensive solutions to revive, build and develop Vietnamese culture and people in the new period, meeting the requirements of sustainable development of the country, which were emphasized by General Secretary Nguyen Phu Trong at the National Cultural Conference. At the same time, thoroughly understand and effectively organize the implementation of the General Secretary's direction at the Ceremony to celebrate the 75th anniversary of the founding of the Vietnam Union of Literature and Arts Associations. Clearly identify, build and develop culture as a breakthrough, a key task of Party committees, authorities and the entire political system from the province to the grassroots, associated with the role and responsibility of the leader. Closely link the goals and tasks of cultural development and human development with the goals and tasks of socio-economic development, national defense, security and foreign affairs of the province.

Second, focus on implementing the national value system, cultural value system, family value system and Vietnamese human standards in a creative way, suitable to the practical conditions of the province. This is an issue of very basic theoretical and practical significance that our Party emphasized at the 13th Congress; and was clarified and directed very deeply by General Secretary Nguyen Phu Trong at the National Cultural Conference. In the coming time, the province needs to pay special attention to leading and directing the concretization, bringing the value systems deeply into the lives of the people, becoming the goal and driving force for the cause of building and developing the culture and people of Ha Giang unified in diversity. Promote the role of family, school, community and society in building a cultural environment, making culture a factor promoting comprehensive human development. Each locality, community, agency, unit and organization in the province must be a healthy, united, democratic and civilized cultural environment, contributing to educating and training people in personality and lifestyle.

Third, continue to innovate thinking, improve the effectiveness of state management of culture in the province. Increase investment in modern cultural institutions, synchronize the system of grassroots cultural institutions, suitable to the culture of each locality and each ethnic group; preserve and promote the good heritage and cultural values of 19 ethnic groups, associated with the implementation of the Resolution of the Politburo on the direction of socio-economic development and ensuring national defense and security in the Northern Midlands and Mountains region to 2030, with a vision to 2045. Strongly promote the role of cultural subjects in building and organizing activities at grassroots cultural institutions, ensuring fairness, harmony, and promoting the diversity of cultural identities of ethnic groups. Increase sustainable investment resources from the provincial budget; at the same time, promote socialization in the right direction to mobilize social resources to develop culture and build Ha Giang people. Focus on protecting, embellishing and promoting the value of historical relics to become "red addresses" to educate the ideals and revolutionary traditions of the homeland for cadres, party members and people, especially the young generation. Effectively exploit the value of cultural heritage, serving the socio-economic development of the province; focus on harmoniously handling the relationship between preserving, conserving and promoting, exploiting the heritage treasure to pass on to future generations.

Fourth, strengthen close coordination between departments, branches and organizations in the province; further improve the quality and effectiveness of the movement "All people unite to build a cultural life", associated with eliminating backward customs and practices, building a civilized lifestyle among ethnic minorities; build a healthy cultural environment and cultural lifestyle, so that culture is truly the foundation and regulatory system in harmoniously handling relationships, contributing to peace for the people, building and firmly consolidating the people's hearts in the cause of building and defending the Fatherland.

Fifth, focus on developing human resources, especially high-quality human resources for the cultural sector. Develop policies to attract, train, foster and use cultural, artistic and scientific cadres with professional qualifications, capacity and qualities in the province and localities. Thoroughly overcome the patchwork situation and the arrangement of cadres who are not in line with their professional expertise in the cultural field. Strengthen links and coordination with universities, academies and research institutes on culture and art at the central and regional levels to promote training, fostering and improving the quality of the cultural sector cadres. Take care of building, nurturing and developing the team of artists and folk artisans in the province, especially the next generation. In the immediate future, it is necessary to continue to innovate the organization and operation methods of the Provincial Literature and Arts Association and the Folk Artisans Associations; associated with building, supplementing and perfecting breakthrough mechanisms and policies to develop literature and art, especially literature and art of ethnic minorities.

Sixth, proactively and actively integrate into the international culture, enhance the development of foreign cultural relations. The province needs to seize opportunities, promote the advantage of its geographical location bordering Guangxi and Yunnan provinces of China; at the same time, owning the Dong Van Stone Plateau, a member of the Global Geopark Network and the Then Practice Heritage of the Tay and Nung ethnic groups in Ha Giang, which was recognized by UNESCO as a representative intangible cultural heritage of humanity along with 10 provinces and cities nationwide; thereby strengthening regional, inter-regional connections and with countries and international organizations to introduce and promote unique cultural values; at the same time, selectively receive the quintessence of human culture, enriching the cultural treasure of Ha Giang. Proactively welcome development opportunities, overcome challenges to preserve and perfect the cultural identity and people of Ha Giang; limit and overcome the negative impacts and downsides of globalization on culture in the development process; Continue to build, consolidate and develop the border cultural belt, contributing to firmly protecting national border sovereignty. Develop specific mechanisms and policies to develop foreign culture, increase the soft power of the province and the entire Northern Midlands and Mountains region.

Seventh is to promote the people and country of Ha Giang, especially the unique cultural heritages that only Ha Giang has.

Comrade Nguyen Trong Nghia hopes that the Party Committee, Government and people of all ethnic groups in Ha Giang province will continue to promote the spirit of solidarity and determination to build culture, improve people's knowledge and develop people comprehensively through specific and practical actions and deeds, in accordance with the traditions, customs and practices of the people and the requirements of the renovation cause.

On the basis of the important achievements that have been made; with great political determination and especially the convergence of good traditions and cultural identities of the ethnic groups, comrade Nguyen Trong Nghia deeply believes that the Party Committee, Government and People of the province will achieve important breakthrough results in this field in the coming time, to continue to bring Ha Giang to develop quickly and sustainably, contributing worthily to the cause of building and defending the socialist Vietnamese Fatherland.
