Ensuring control of the epidemic situation for socio -economic development
In Official Dispatch 1149, the City People's Committee requested that the city's departments, branches, sectors and organizations continue to thoroughly grasp and strictly implement the directions of the Government, the Prime Minister , the City Party Committee and the City People's Committee in the prevention and control of Covid-19 and other epidemics; absolutely must not be subjective, negligent or lose vigilance.
As for the People's Committees of districts, towns and cities, the Hanoi People's Committee requests that units proactively grasp the epidemic situation in the country, the city and the locality to have timely implementation plans. Resolutely, persistently and steadfastly ensure control of the epidemic situation for socio-economic development. In particular, early disease prevention, from afar and from the grassroots level, the goal is definitely not to let the epidemic break out again.
The City People's Committee also requested localities to take full responsibility for preventing and fighting the Covid-19 epidemic in the area; at the same time, ensure human resources, biological products, supplies, medical equipment, and chemicals to respond to disease prevention and control according to the "4 on-site" motto.
“Localities need to direct the increase of human resources to support grassroots health care according to the epidemic situation, monitor people infected with Covid-19 at home, and strictly manage high-risk subjects when infected with Covid-19 to promptly transfer them to the hospital, avoiding transferring them to the hospital when they are seriously ill. At the same time, strengthen inspections and ensure the prevention and control of Covid-19 for agencies, units, business establishments, event organizations, and services in the locality,” the Hanoi People's Committee stated.
In addition, the City People's Committee also requested districts, towns and cities to implement solutions to promote vaccination organization, ensuring that no subjects are missed. On the other hand, review and estimate vaccine needs and send them to the Department of Health for vaccine arrangement and take responsibility for the unit's proposals.
For the Hanoi Department of Health - the city's standing agency for epidemic prevention and control, the City People's Committee requested the unit to regularly update the epidemic situation and the Central's epidemic prevention and control measures, thereby proactively advising the City's Steering Committee for Epidemic Prevention and Control to promptly deploy epidemic prevention and control measures.
“The capital’s health sector is prepared to respond to possible epidemic situations. Strengthen the implementation of measures to prevent and control the Covid-19 epidemic at educational institutions, monitor at border gates, in medical facilities and in the community to detect early and handle promptly, not allowing the epidemic to spread to the community; at the same time, closely coordinate with units of the Ministry of Health to proactively detect early new variants of the SARS-CoV-2 virus,” the City People’s Committee emphasized.
Arrange enough human resources and hospital beds to treat Covid-19
Regarding vaccination, the City People's Committee requested the City Department of Health to coordinate with local authorities and departments, branches and organizations to drastically implement the review and mobilization of subjects to participate in Covid-19 vaccination, especially for high-risk groups. Along with that, synthesize the vaccine needs of districts, towns and cities to propose to the Ministry of Health for timely supply, and at the same time direct affiliated units to organize Covid-19 vaccination according to the Ministry of Health's instructions and vaccine allocation.
In addition, the City Department of Health is responsible for directing hospitals and medical centers to ensure the admission, emergency, care and effective treatment of cases, especially for high-risk groups such as pregnant women, people with underlying diseases, the elderly, minimizing deaths and strictly implementing infection control, preventing cross-infection in treatment facilities.
The Hanoi People's Committee also stated that the capital's health sector needs to review and update the plan for admission and treatment of Covid-19 patients according to the "4 on-site" principle; at the same time, assign a specific number of beds for Covid-19 treatment to each unit; arrange enough human resources to monitor Covid-19 treatment; prepare plans for admission and treatment of patients and proactively improve treatment capacity, especially emergency and intensive care capacity to meet treatment requirements. On the other hand, continue to ensure logistics, funding, drugs, biological products, supplies, chemicals, equipment, and human resources for epidemic prevention and control.
Regarding propaganda work, the Hanoi People's Committee requested the Department of Information and Communications to coordinate with the Department of Health and relevant agencies to proactively provide information on the epidemic situation and recommend people to follow the "2K" message (masks and disinfection) of the Ministry of Health on public transport at crowded events, especially during the upcoming April 30 and May 1 holidays. Provide information on the benefits and effects of vaccines, and encourage people to participate in full and timely vaccination.
Regarding the issue of epidemic prevention and control in public places, the City People's Committee also requested the Department of Transport to direct transport units to strictly implement the Ministry of Health's instructions on the use of masks to prevent and control Covid-19 in public places for service staff and passengers participating in traffic.
Regarding epidemic prevention and control at educational institutions, the City People's Committee requested the Department of Education and Training to coordinate with the Department of Information and Communications, the Department of Health and related units to deploy communication activities on Covid-19 prevention and control at schools. At the same time, strengthen inspection, supervision and urging to ensure safety in epidemic prevention and control at schools.
