Hanoi sets growth target of 11% in 2026

The general objective of the Resolution is to perfect the organizational apparatus, institutions and development policies of the Capital; continue to promote growth, accelerate industrialization, modernization and develop the private economy .

The city promotes science, technology, innovation and digital transformation; develops culture, education and training; ensures social security and improves social welfare; continues to build synchronous, modern and highly connected infrastructure; exploits and uses resources effectively and protects the environment; improves the effectiveness of foreign affairs and international integration; prevents and combats corruption, negativity and waste; ensures local defense and social order and safety. The city continues to implement the five themes of "Discipline, responsibility, action, creativity and development".

The Resolution also stipulates 26 main targets for socio-economic development, including: GRDP increases by 11%; GRDP/person reaches 198 million VND; realized investment capital reaches 730 trillion VND; export turnover increases by 12%; price index is controlled below 4.5%...

The Resolution sets out a number of key tasks and solutions such as perfecting the organization, apparatus, institutions, and policies for the capital's development, continuing administrative reform; promoting growth, accelerating industrialization, modernization, and private economic development; promoting science , technology, innovation, and digital transformation; developing culture, education, and training, ensuring social security, and improving social welfare.

The city also continues to build synchronous, modern, highly connected infrastructure; manage and develop urban areas. In particular, the city ensures the progress of key projects: Urban railway line No. 2.1, Nam Thang Long - Tran Hung Dao; line No. 5, Van Cao - Hoa Lac; site clearance work for the Lao Cai - Hanoi - Hai Phong high-speed railway line; Ring Road 4 - Capital Region; bridges across the Red River (Tu Lien, Thuong Cat, Tran Hung Dao); start of the Red River Scenic Boulevard Axis project.

Notably, the city is implementing a low-emission zone in the Ring Road 1 area; researching and supplementing regulations on administrative sanctions for traffic order and safety violations in low-emission zones; updating vehicle data for vehicles using clean energy and green energy (when registering and inspecting); supplementing regulations on license plate background color for vehicles using clean energy and green energy; applying technology to identify vehicles by license plate when implementing low-emission zones according to regulations.

The city also develops technical standards on the safety of charging stations and electric batteries; researches and develops plans to supplement electricity to meet the needs of organizations and individuals in the city, serving the purpose of converting vehicles using fossil fuels to electric vehicles.

The Resolution also sets out the tasks of effectively exploiting and using resources, land and protecting the environment, proactively responding to climate change; improving the effectiveness of foreign affairs and international integration; resolutely preventing and combating corruption, negativity and waste; ensuring national defense, political security and social order and safety.

Along with that is strengthening the coordination between the City People's Committee with the Standing Committee of the People's Council, the City National Assembly Delegation, the People's Council Committees, the City Vietnam Fatherland Front Committee and member organizations.
