Hanoi plans to charge 12,000 VND/hour for after-school childcare

The Hanoi People's Committee is seeking opinions on the Draft Resolution regulating the list of revenues and collection levels, and the mechanism for managing revenues and expenditures for services serving and supporting educational and training activities for public preschool and general education institutions.

The above draft is expected to be applied from the 2025-2026 school year to preschool children and high school students studying at public preschool and general education institutions; and students studying at vocational education and continuing education institutions following the general education program in Hanoi.

At the same time, it will apply to public preschool and general education facilities; vocational education and continuing education facilities in the capital, excluding high-quality public education facilities.

Compared to current regulations, the new draft will have after-school care and supervision services, including care before and after school hours (excluding meals).

Specifically, Hanoi plans to allow primary and secondary schools to organize after-hours childcare for children and students (including before and after school hours) with a maximum fee of 12,000 VND/hour.

Other revenues remain at the ceiling level, including: VND 235,000/month for boarding care; VND 133,000/month for boarding equipment; VND 16,000/month for drinking water; VND 10,000/km for student shuttle service.

The new point in the above draft resolution of Hanoi will be to eliminate 2 services including: Studying two sessions/day at secondary school level and extracurricular educational activities, fostering knowledge of cultural subjects.

The reason is that from the 2025-2026 school year, schools are not allowed to collect extra tuition fees according to Circular 29 of the Ministry of Education and Training .

At the same time, secondary and high schools with adequate facilities must organize two sessions per day according to Government Directive 17.

The only remaining service in the after-school group is life skills education directly implemented by the school, with an expected fee of 15,000 VND/teaching hour.

"Based on the ceiling in the resolution, educational institutions will develop cost estimates to determine specific collection levels, which must be agreed upon in writing with parents on a voluntary basis.

There must be consensus between the school board and the superior management agency (People's Committee of the ward, commune or Department of Education and Training according to the management hierarchy) before promulgation, ensuring that it does not exceed the prescribed ceiling," the draft resolution clearly stated.

In addition, according to the draft, educational institutions are responsible for collecting service fees to serve and support educational and training activities for management and use according to regulations; and returning payment receipts to learners according to prescribed regimes.

At the same time, there are appropriate exemptions and reductions for students who are policy beneficiaries or have difficult circumstances. In the case of online learning, public preschool and general education institutions do not implement the collection fees specified in this resolution.
