Hanoi has announced a draft Resolution stipulating the list of fees and fee levels, and the mechanism for managing revenue and expenditure for services supporting educational and training activities at public preschool and primary/secondary schools (excluding high-quality public schools) starting from the 2025-2026 school year.
The Resolution applies to preschool children and primary and secondary school students attending public preschool and primary/secondary education institutions (excluding high-quality public education institutions); and students attending vocational and continuing education institutions following the general education program of Hanoi city.
The resolution also applies to public preschools, primary and secondary schools, and vocational and continuing education institutions in the city (excluding high-quality public schools).
The draft proposes after-hours childcare services for children and students (including childcare before and after regular school hours, excluding meals) with a maximum fee of 12,000 VND/student/hour.
Additionally, after-hours childcare services for children and students during holidays (excluding meals) cost 96,000 VND per student per hour.
Several other fees also remain at their maximum levels, including: 235,000 VND/month for after-school care services; 16,000 VND/month for drinking water; and 10,000 VND/km for student transportation services.

Specifically, the new draft resolution removes two types of services: "two-session/day schooling for lower secondary school level" and "extracurricular educational activities and supplementary knowledge enrichment in cultural subjects organized by public educational institutions." This is to ensure compliance with current regulations on tutoring and the organization of two-session/day schooling in schools.
According to the draft, educational institutions are responsible for collecting service fees to support educational and training activities, managing and using them in accordance with regulations, and issuing receipts to students in accordance with prescribed procedures.
At the same time, appropriate exemptions and reductions will be implemented for students from disadvantaged backgrounds or those eligible for social welfare programs. In the case of online learning, public preschools and primary and secondary schools will not implement the fees stipulated in this resolution.
