Hanoi: Supervising the settlement of complaints and denunciations and the implementation of inspection and audit conclusions at the Department of Finance

On the afternoon of April 11, the Hanoi People's Council's Supervisory Delegation, led by Standing Committee Member of the City Party Committee and Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha, worked with the Department of Finance and relevant units on citizen reception, handling of complaints and denunciations, and implementation of inspection and audit conclusions in the city since the beginning of the 2021-2026 term.

According to the report of the Department of Finance, before the merger, the Department of Finance and the Department of Planning and Investment had performed their functions well according to regulations. The collective leadership of the Department of Finance always thoroughly grasped and seriously organized the work of receiving citizens, resolving complaints and denunciations within the scope of state management of the Department, ensuring objectivity, accuracy, and protecting the legitimate rights of citizens.

In addition, the Department has seriously and promptly implemented the conclusions and recommendations of the inspection and audit agencies; ensured clear identification of people, tasks, and focal points; and assigned tasks and completion time in writing to each department and unit.

Accordingly, the total number of citizen receptions by the unit head was 34 (33 regular citizen receptions, 1 unscheduled citizen reception). Of which, 3 cases were directed through citizen reception work and were resolved, reaching a rate of 100%; there were no crowded cases.

Regarding the work of handling complaints, denunciations and implementing the conclusions of the Government Inspectorate and the City Inspectorate, during the implementation process, the Department of Finance has consulted many documents, reports, and proposed handling directions to submit to the City People's Committee; urged relevant units to perform the tasks assigned by the City People's Committee for coordination. Many proposals have been approved by the City People's Committee as an important legal basis.

In her concluding remarks, Permanent Vice Chairwoman of the City People's Council Phung Thi Hong Ha acknowledged that, in recent times, the Department of Finance has actively advised the City People's Committee in leading and directing the resolution of tasks to do a good job of inspection and urging the complete implementation of inspection and audit conclusions under the responsibility of the Department.

The head of the monitoring delegation suggested that in the coming time, the Department of Finance should continue to do a good job of stabilizing the organizational structure, arranging cadres, civil servants, public employees, and workers to ensure good implementation according to the direction of the Central Government and the city, including arranging and perfecting specialized inspection and examination work according to new regulations.

At the same time, the Department reviews, develops specific plans, takes remedial measures, and urges district-level units that the city has assigned responsibilities to the Department to finalize the conclusions and recommendations of the audit agency to implement recommendations on financial handling; studies transition plans after the district-level government no longer exists; makes recommendations to rectify budget management work, and promptly recovers the remaining, unresolved amounts to the state budget according to regulations.

Comrade Phung Thi Hong Ha also requested the City Inspectorate to closely coordinate with the Department of Finance to review and unify the report contents and results of handling complaints and denunciations, and the implementation of inspection conclusions to ensure accuracy according to the requirements of the Supervisory Team and the direction of the City People's Committee.

The Department of Agriculture and Environment, the Department of Construction, and the Office of the City People's Committee closely coordinate with the Department of Finance in advising the City People's Committee to direct the final settlement of the implementation of inspection and audit conclusions to ensure the completion of tasks as prescribed.
