On July 9th, Vice Chairman of the Hanoi People's Committee Vu Thu Ha signed and issued Plan No. 182/KH-UBND on the installation of LED screens and public address systems to serve the commemoration ceremonies, parades, and marches marking the 80th anniversary of the successful August Revolution (August 19, 1945 - August 19, 2025) and the National Day of the Socialist Republic of Vietnam (September 2, 1945 - September 2, 2025) in Hanoi.
The plan clearly states that the purpose of installing LED screens and loudspeakers is to meet the needs of the general public and tourists who want to watch the celebrations, parades, and marches live at various locations throughout Hanoi.
At the same time, it creates a joyful and enthusiastic atmosphere, fostering patriotism and national pride among all segments of the population, while also helping to reduce the pressure of people and vehicles converging on the central area for the commemoration ceremony, parade, and march at Ba Dinh Square.
The installed equipment system must meet technical, aesthetic, and operational safety requirements, ensuring image and sound quality in outdoor weather conditions, while also complying with regulations on information security, traffic safety, fire prevention and control, and environmental protection.
All installation locations must be surveyed to ensure suitability in terms of terrain, electrical systems, signals, and transmission lines; they must not obstruct traffic signs or negatively impact urban aesthetics.
The screen must have appropriate brightness and rich content, closely adhering to the propaganda guidelines of the Central Government and the city, including: live television programs, historical documentaries, promotional video clips, images of training and joint exercises of the forces, traditional songs, and special reports promoting the capital and the country.
Specifically, the LED screen system was surveyed and strategically placed in key areas, including the routes through which the parades and processions would pass, and at the gateways to the capital city, serving people traveling from the suburbs into the city center and at local levels.
Specifically, 14 LED screens will be installed at 11 locations along 3 parade routes; 7 LED screens at 6 gateways to the capital; and 136 LED screens at public locations arranged by local authorities. Priority will be given to using existing facilities and screens at agency headquarters, cultural centers, schools, stadiums, etc. Additionally, 127 operational LED screens managed and operated by businesses in the city will be used to broadcast promotional and communication content about the event. The installation of the LED screens must be completed no later than August 27th; and they will be operational from August 28th to September 2nd.
Regarding the public address system, the entire system is provided on a rental basis, with no requirement for reuse after the mission is completed. The public address system will broadcast content according to the Organizing Committee's operational script (commands, marching music, ceremonial music) synchronously along the entire parade route, with a total length of approximately 10km.
The route is divided into 200 segments, each spaced 30m - 50m apart and equipped with 1 to 2 speakers, suspended on utility poles or lighting poles at a height of 3.5 to 4.5 meters, totaling approximately 400 speakers to ensure uniform sound coverage. Each route has 2 to 3 nodes, each node including an optical switch, an audio controller, and an amplifier.
The installation of the loudspeaker system must be completed no later than August 20th; the system synchronization testing, sound quality check, and operational effects testing will take place from August 20th to August 30th (integrated with the preliminary and final rehearsal schedules as per the City People's Committee's plan and the Central Steering Committee's directives). Official operation will begin on September 2nd.
