Hanoi takes strong measures against smuggling and counterfeit goods

Implementing the Prime Minister's Official Dispatch No. 65/CD-TTg dated May 15, 2025 and Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation, Hanoi's market management force has stepped up inspections of business locations and strictly handled violations. In particular, special attention is paid to key items and areas such as smuggled goods, banned goods, counterfeit goods, food safety and e-commerce.

Continuously detect counterfeit trademarks

On May 28, the Hanoi Market Management Department inspected the business location at 64 Hang Giay Street (Hoan Kiem District). At the time of the inspection, Thang Pham Law Firm and Associates (representing cosmetic brands Lancome, YSL, Giorgio Armani, Hermes...) said that through preliminary inspection, it was found that the owner was selling counterfeit perfumes of major brands. Previously, on May 16, the Economic Police Department, Hanoi City Police successfully dismantled a group producing and trading counterfeit goods such as food, foodstuffs, and medical equipment led by Pham Ngoc Tien and his wife Doan Thi Nguyet (address No. 1, LK 11, Xa La Urban Area, Phuc La Ward, Ha Dong District), seizing over 100 tons of fake pharmaceuticals and functional foods.

Information from the Steering Committee for Anti-Smuggling, Trade Fraud and Counterfeit Goods of Hanoi City (Steering Committee 389 of the city) shows that although the authorities have actively inspected and controlled the market, smuggling, production and trading of counterfeit goods, poor quality goods, infringement of intellectual property rights... are still complicated, with many unpredictable risks. From the beginning of May 2025 to now, the authorities have inspected, detected and handled 444 cases of smuggling, trade fraud, production and consumption of counterfeit goods. In particular, the Investigation Police Department, Hanoi City Police discovered a fake functional food production and trading ring worth over 77 billion VND.

Representative of Hanoi City Police, Colonel Thanh Kien Trung informed that although the functional forces have strictly inspected and controlled, the management of the pharmaceutical and functional food market is still difficult due to many shortcomings in legal regulations.

In addition, the authorities also discovered that some individuals established businesses in China to import products from China to Vietnam to change the origin of the products. Even through simple production stages that did not meet the criteria for code conversion or percentage of value criteria, they still declared Vietnamese origin for export.

Launch a high point of struggle and prevention

In order to prevent smuggling, production and consumption of counterfeit goods in the capital, the Hanoi People's Committee issued Plan No. 146/KH-UBND dated May 27, 2025 on implementing a peak period to combat, prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights in the city.

Accordingly, the City People's Committee assigned the Department of Industry and Trade to direct the market management force to inspect and strictly handle smuggled goods, counterfeit goods, banned goods, trade fraud and violations in e-commerce. At the same time, assess and overcome loopholes in management, strengthen dissemination of laws and sign commitments with businesses.

The city police have strengthened their grasp of the crime situation, cracked down on smuggling rings, focusing on food, pharmaceuticals, and health products. During the investigation, it is necessary to clarify the responsibilities of related organizations and individuals, and strictly handle negative and corrupt behaviors.

The Customs Branch of Region I has strengthened control at Noi Bai airport, post office, express delivery, and coordinated with forces to handle smuggled goods, tax evasion, counterfeit goods, and origin fraud. The People's Committees of districts, towns, and cities are required to directly direct and take full responsibility for inspection, post-inspection, propaganda, and coordination of forces when requested...

Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen, Head of the city's Steering Committee 389, requested functional forces to fully complete mechanisms and policies; proactively inspect, control and handle, thereby minimizing smuggling and production and consumption of counterfeit goods. Along with that, strengthen coordination in market inspection, promptly inform news agencies and newspapers about the situation and results of anti-smuggling, trade fraud and counterfeit goods; publicize violators, hotlines to receive and promptly handle reports of smuggling, trade fraud and counterfeit goods.

Implementing Directive No. 13/CT-TTg dated May 17, 2025 and Official Dispatch No. 65/CD-TTg dated May 15, 2025 of the Prime Minister, the Hanoi Department of Industry and Trade has directed the market management force to continue to do a good job of reviewing, inspecting, and controlling the area, not allowing businesses, transporters, and stockpilers of prohibited goods, smuggled goods, counterfeit goods, goods of unknown origin, and goods that do not ensure quality; resolutely and strictly handle organizations and individuals who commit acts of smuggling, trade fraud, and counterfeit goods.

Protecting consumer rights is not only an urgent task but also a long-term one. In the coming time, the Department will continue to strengthen state management in this field, directing market management forces to strengthen market inspection and control. At the same time, continue to implement major topics such as "Month of action for food safety", control of craft villages producing confectionery during the Mid-Autumn Festival...

This affects not only Vietnamese enterprises, but also the general policy of the State when implementing the program "Vietnamese people prioritize using Vietnamese goods". Market management forces have been proactively grasping the situation, identifying routes, areas, subjects, key groups of goods, coordinating inspection, control, and preventing smuggling, trade fraud and counterfeit goods...

Faced with the reality that many influential people on social networks participate in advertising, livestreaming, and marketing products but are not responsible for product quality, the department recommends that in the coming time, there should be regulations on the responsibilities of these people in the process of promoting products. At the same time, e-commerce platforms and social networks must commit to not allowing the trading of counterfeit goods, banned goods, goods of unknown origin, etc.

To improve the effectiveness of the fight against smuggling in the area, the Steering Committee 389 of Hoan Kiem district applies the "3 clear" model in its direction, which is "Clear people - direct in charge of each area; clear work - assign periodic and thematic inspections; clear responsibilities - evaluate results associated with emulation".

Hoan Kiem District proposed that the city continue to support investment in inspection equipment and rapid appraisal of goods. At the same time, complete the legal framework for managing e-commerce businesses at the grassroots level; share data on businesses and online business households by area code; organize specialized training courses for 389 grassroots forces on counterfeit goods identification...
