Hanoi strictly prohibits personnel intervention in the process of administrative unit arrangement.

The Chairman of the Hanoi People's Committee signed and issued Directive No. 09 on the reorganization of commune-level administrative units, emphasizing the strict prohibition of any interference in personnel work during the reorganization process.

On the afternoon of June 3, the Chairman of the Hanoi People's Committee signed and issued Directive No. 09/CT-UBND on implementing the tasks of reorganizing commune-level administrative units, emphasizing the requirement to strictly prohibit all acts of influencing or interfering in personnel work during the reorganization process.

According to the Directive, the arrangement of commune-level administrative units in the city must ensure progress, efficiency, and compliance with regulations of the Central Government and competent authorities.

The new administrative units will officially come into operation from July 1, 2025. The Chairman of the City People's Committee requested departments, branches, districts, towns and People's Committees of communes, wards and towns to synchronously deploy tasks, emphasizing that there should be no interruption in the operation of the government apparatus; there should be no legal or administrative gaps during the transition period.

The Department of Home Affairs is assigned to take the lead in advising and guiding the implementation of the contents of organizational arrangement, resolving policies for redundant cadres and civil servants, building new administrative boundary records, and determining the headquarters of the administrative- political center for 126 new communes and wards. The Department coordinates in handling the responsibility of the head if there are violations during the implementation process.

The Department of Finance is responsible for presiding over plans to handle public assets, offices, and purchase equipment and means to serve professional activities for new administrative units.

The city will provide about VND500 million to each new commune and ward to rearrange headquarters, signs, nameplates and essential public works.

The Department of Health and the Departmentof Education and Training prepare plans to transfer affiliated units to vertical management agencies, ensuring the effective maintenance of medical and educational facilities in the area after the arrangement.

The Department of Agriculture and Environment reviews and updates cadastral data, adjusts disaster prevention and control plans to suit the new administrative unit, ensuring infrastructure safety and people's lives.

The Department of Science and Technology ensures information technology infrastructure to serve online meetings smoothly to the commune level.

The city police and the Capital High Command coordinate to arrange appropriate forces, police and military headquarters; at the same time, proactively maintain security and order, and strictly handle any violations of the law, if any.

The Department of Culture and Sports, media agencies such as Hanoi Moi Newspaper, Economic and Urban Newspaper, and Hanoi Radio and Television Station are assigned to step up propaganda, orient public opinion, reflect good examples, and fight against false and negative information on cyberspace.

The City Public Administration Service Center ensures smooth administrative procedures for citizens and businesses. The City People's Committee Office will establish working groups to directly guide and remove difficulties for localities in implementing tasks.

The Chairman of the City People's Committee requested the entire government system at all levels to seriously implement the contents of the Directive, not to allow violations of administrative discipline to occur, affecting the effectiveness of the arrangement of administrative units in accordance with the direction of the Central Government.
