At the program, Major General Nguyen Hong Ky, Deputy Director of the City Police Department, said that in just a short period of 3 months, the Drug Crime Investigation Police Department has received, operated and seriously and responsibly implemented the policies and guidelines of the State, the Ministry of Public Security , the City People's Committee and the City Police Department in receiving and managing the activities of the CSCNMT.
Since its transfer, the CSCNMT has been operating smoothly without interruption. The rights and interests of officers and employees in the labor sector after being transferred to the City Police; security and safety in the CSCNMT are guaranteed.
Regarding the 2025 PCMT Action Month, Major General Nguyen Hong Ky said that the theme of the city is " Hanoi - Sharing a determination for a drug-free community". This is an annual activity of practical significance, contributing to raising awareness, responsibility and determination in PCMT work in general, especially in drug rehabilitation and rehabilitation for addicts at drug-free centers in particular, building and spreading the message of a positive, healthy, drug-free lifestyle.
The leaders of the City Police Department requested that the forces under the City Police Department be aware of and promote their core role, focus on successfully implementing the peak period of attacking and suppressing drug-related crimes; resolutely carry out the peak period of fighting and eliminating complicated drug-related spots and hotspots.
Focus on fighting and destroying organizations and drug trafficking and transportation networks with the spirit of "dismantling networks, capturing masterminds, ringleaders and drug retailers"; verifying, tracing and seizing all assets acquired from drug crimes, thoroughly and comprehensively handling related crimes for strict punishment, deterrence and general prevention.
Continue to conduct a general review, detect and count drug addicts, illegal drug users and people under post-rehabilitation management to have strict management measures, especially those showing signs of psychosis and “stonedness”. Focus on sending all drug addicts who meet the legal requirements to rehabilitation.
The CSCNMT, officers, soldiers and workers promote the highest sense of responsibility, proactively innovate and be creative in management methods,educate students, ensure a safe, disciplined, friendly, humane and effective treatment environment; focus on promoting propaganda and ideological education for students, regularly organize cultural, artistic, physical education, sports, therapeutic labor activities, and compete in training in many rich, practical and meaningful forms, in order to motivate students to be determined to quit drugs, give up drugs, and move towards a positive and bright future.
“Each student needs to clearly define their goals, train their will, change their perception and behavior, and must consider drug addiction treatment as a journey to return to themselves, to become a useful person, for themselves, for their family, and for a drug-free community,” said Major General Nguyen Hong Ky.
At the launching ceremony, Major General Nguyen Duc Thinh, Deputy Director of the Drug Crime Investigation Police Department (Ministry of Public Security) highly appreciated the Hanoi Police as a unit that has implemented very drastically, with many creative ways to receive and organize the implementation of tasks related to state management of CNMT and post-rehabilitation management of drug addiction.
The City Police have arranged nearly 870 officers, soldiers, civil servants, and contract workers to work at 4 drug rehabilitation centers to organize drug rehabilitation and manage more than 4,600 drug addicts; advised the City People's Council to issue Resolution 06 stipulating a special regime to support the city's drug rehabilitation work.
