That was the direction of Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen at the Conference on deploying tasks for the last 6 months of 2025 of the Hanoi High-Tech Park and Industrial Park Management Board, on July 21.

According to the Hanoi High-Tech Park and Industrial Park Management Board, since the beginning of the year, Hoa Lac High-Tech Park and industrial parks in the capital have attracted 125 million USD in investment capital.
To date, 844 projects have been attracted (including 734 projects in industrial parks and 110 projects in high-tech parks), with a total registered investment capital of about 13.75 billion USD. Of which, industrial parks in Hanoi attracted 9.32 billion USD.
It is expected that from now until the end of 2025, through promotion activities, the Management Board will attract about 450 million USD in investment capital into industrial parks and about 80 million USD into high-tech parks. Thereby, the accumulated investment attraction in the 2021-2025 period will reach nearly 2.5 billion USD, an increase of over 40% compared to the 2016-2020 period.
In the coming time, the Management Board will organize to welcome domestic and international enterprises and investors to explore cooperation and investment opportunities in industrial parks and Hoa Lac High-Tech Park. At the same time, investment promotion activities in international markets will also be promoted.

Through the implementation of the Capital Law 2024, the unit will attract and employ talented people, develop high-quality human resources and high-tech science projects.
The Management Board recommends that the Hanoi People's Committee direct departments, branches and localities to focus on site clearance for industrial parks and Hoa Lac High-Tech Park; allocate budget for infrastructure improvement and upgrading; support training costs, attract human resources and scientific and technological activities...
Speaking at the conference, Vice Chairman of Hanoi People's Committee Nguyen Manh Quyen stated that in 2025, Hanoi strives for GRDP growth of over 8%, thereby creating the premise for double-digit growth in the coming time. To do this, it is necessary to boost production in high-tech zones, thereby accelerating the economy.
Therefore, in the coming time, Hanoi city will establish more industrial parks and industrial clusters associated with craft villages to develop the industrial economy. In particular, Hoa Lac High-Tech Park needs to be determined to become a center for research and application of high technology, a city of science and technology. Enterprises operating in the high-tech park develop typical key industrial products.
In addition, it is necessary to clearly define short-term, medium-term and long-term development goals, ensuring synchronous development of technical infrastructure, social factors, human resources and scientific and technological research.
It is necessary to build a close coordination mechanism between relevant levels, sectors and functional agencies, ensuring synchronous and unified leadership and direction. In investment promotion activities, it is necessary to promote administrative reform, reduce the time for reviewing investment dossiers for enterprises.
