Hanoi fines UDIC 140 million VND for delay in building social housing

Vice Chairman of Hanoi People's Committee Duong Duc Tuan has just signed and issued a decision to impose administrative sanctions on Urban Infrastructure Development Investment Corporation - One Member Limited Liability Company (UDIC).

The penalty decision stated that UDIC committed an administrative violation when it delayed the implementation of investment in the construction of social housing on the land fund reserved for the development of social housing according to regulations in the Ha Dinh New Urban Area Project, on the land area belonging to Tan Trieu commune (Thanh Tri district, Hanoi).

Pursuant to Clause 3, Article 63 of Decree 16/2022/ND-CP, UDIC was fined VND 140 million. In addition to the fine, within 30 days from the date of the penalty decision, the investor must start construction of social housing according to regulations.

Previously, the Hanoi Department of Construction Inspectorate issued a conclusion on the inspection of the investor and related organizations and individuals in the implementation of investment in the construction of technical infrastructure and social infrastructure systems according to regulations in the Ha Dinh New Urban Area Project.

The inspection conclusion shows that the Ha Dinh New Urban Area Project was granted an investment license by Hanoi City in May 2007 and is expected to be completed and put into operation in 2010.

In which, phase 1 completed site clearance and construction of technical infrastructure system. Phase 2 (2007 - 2008) constructed public works and social infrastructure works. Phase 3 (2008 - 2010) constructed architectural works and exploited business according to regulations. However, up to now, the project has not completed site clearance and has not completed investment in approved infrastructure.

According to approval, Ha Dinh urban area has a total investment capital of more than 800 billion VND, land use scale of more than 74,890 ^m2 . In which, the residential land area of ​​the project is about 40,337 ^m2 , divided into 4 lots, with lots 4 and 5 for building high-rise buildings, lots 6 and 7 for building garden houses and villas.

At the time of inspection, the investor had not yet invested in building social infrastructure works, green areas, and parking lots.

The inspection conclusion confirmed that the delay in project implementation was due to problems with site clearance. However, the delay in construction of the social housing project on plot N01 of the project is the responsibility of the consortium of investors UDIC - Hanoi Electricity and Water Construction Joint Stock Company (Haweicco) - DAC Hanoi Housing Development and Construction Joint Stock Company, in which the main responsibility belongs to UDIC - the leading unit of the consortium.
