Currently, there are no statistics on the number of boarding houses that have to close down. However, as of the end of March 31, the City Police working groups are still reviewing the work of overcoming fire prevention and fighting shortcomings of the owners of boarding houses with the spirit of resolutely closing down establishments that do not ensure compliance with the spirit of Directive No. 19/CT-TTg.
Still negligent and subjective in fire prevention and fighting
Through the review and inspection work in some districts recently, the Fire Prevention and Rescue Police Department found that there is still a subjective mentality in fire prevention and control at boarding houses.
Specifically, in Tay Ho district, after reviewing and inspecting 1,496 boarding houses, the authorities have penalized 3 cases of fire safety violations with a fine of 10.5 million VND; penalized 8 cases of fire safety violations in apartment buildings with a fine of 241 million VND. In addition, 19 multi-apartment houses (mini-apartments) and 290 business establishments with high risk of fire and explosion were inspected. The inspection process recorded that there were still landlords who were subjective about fire safety work.

Typically, on March 28, after inspecting 5 motels and inns in Phu Thuong ward, the authorities all recorded the negligence and subjectivity of the business owners.
At the motel in lane 16 An Duong Vuong, despite repeated warnings, reminders, and requests to install fireproof and smoke-proof partitions and to convert the staircase into a closed one to replace the current open one that is not in accordance with regulations, the establishment has yet to do so. At the time of inspection, the fire alarm and smoke alarm systems were ineffective due to dead batteries.

Through inspection, most of the owners of the rental establishments are sub-tenants of the houses to operate this service. When the authorities contacted them to work on fire safety, propaganda, and guidance, the owners all assigned them to the management staff and stated that they were not the owners so they could not renovate. The owners gave the reason that they had already rented it out, so they would just work with the business people. The "responsibility ball" being kicked from one side to the other is the reason why, close to the deadline according to regulations, these establishments still did not meet the requirements on fire prevention and fighting.

Major Ngo Minh Duc, Chief of Phu Thuong Ward Police (Tay Ho District) said that the unit has seriously implemented, inspected, reviewed, pointed out the existing problems and solutions to ensure fire safety in the area. All violations are recorded and recommended to the competent authorities for strict handling.
In Le Dai Hanh ward (Hai Ba Trung district), 100% of the lodging businesses in the area have signed a commitment to comply with the requirements of Directive No. 19/CT-TTg. The ward's working groups will thoroughly inspect and guide the businesses in overcoming the shortcomings that have been pointed out, in the spirit of stopping the operation of lodgings that do not ensure fire safety, only work, no retreat.

Affirming that in recent times, the propaganda work on ensuring fire safety at rental and accommodation establishments in particular has always been proactively and resolutely implemented by the authorities, Lieutenant Colonel Pham Trung Khanh Tung, Head of Le Dai Hanh Ward Police, also said that there are still establishments and individuals who take fire safety lightly.
The ward requires heads of establishments and household owners to commit and have a roadmap to implement fire prevention and fighting measures before March 30, 2025. After the above time, if they do not implement them, the establishments must stop operating until they are completed.

In Trung Liet Ward, Dong Da District, since the beginning of 2025, the Ward People's Committee has inspected, reviewed, and dismantled iron cages and "tiger cages", and opened a second emergency escape route for a total of 4,983 households, reaching 96.7%. The remaining cases are being monitored and continued to be resolved.
Chairman of Trung Liet Ward People's Committee Nguyen Hoang Thang affirmed that although there has not been a serious fire or explosion, with a high determination, the unit has inspected, made a record of the current status, and opened construction management files for 183/183 business establishments providing rental services and multi-apartment housing in the ward under special management.
“For the safety of the people, the government resolutely suspends the operation of facilities that do not meet fire safety requirements. At the same time, it advises superiors to issue decisions to stop supplying electricity and water until the facilities complete the correction of existing problems according to regulations,” said Mr. Nguyen Hoang Thang.
Currently, the authorities are drastically reviewing the implementation of fire safety regulations at residential and commercial properties, motels, and production facilities in Hanoi . This is the time to check business establishments on their compliance with the recommendations and warnings of the authorities on fire safety and rescue.
