Hanoi: Resolute in socio-economic development to complete the 5-year plan

Chairman of Hanoi People's Committee Tran Sy Thanh issued Directive No. 11/CT-UBND on developing the Socio -Economic Development Plan and State Budget Estimate for 2024.

The year 2024 is of great significance, a breakthrough year to complete the 5-year socio-economic development plan 2021-2025. In order to inherit and promote the achieved results, at the same time overcome limitations and weaknesses, create favorable conditions for socio-economic development in 2024 and the following years, the Chairman of the City People's Committee requested departments, branches; People's Committees of districts, towns, corporations under the city and agencies, units and organizations using the state budget to develop a socio-economic development plan and state budget estimate for 2024.

Accordingly, the socio-economic development plan for 2024 must be built on the basis of a full and accurate assessment of the situation and results of the implementation of the socio-economic development plan for 2023; forecasting the domestic, regional and world situations that have a major impact on socio-economic development and the development of each sector and field (for the city level), socio-economic development of districts, towns and cities (for the district level); thereby determining appropriate development goals.

The proposed goals, orientations and solutions must be stronger, more drastic and more effective in order to successfully implement the goals of the 5-year plan, ensuring feasibility, conformity with the implementation capacity of sectors and levels, associated with the ability to balance, mobilize and effectively use resources; closely linking the socio-economic development plan and the public investment plan; successfully implementing the goals of the 2021-2025 5-year plan...

For tasks and solutions, the content, time, progress of implementation and completion must be specific; the presiding agency, coordinating agency, and individualized responsibility for leadership and direction of implementation must be specified.

Regarding the task of building the state budget estimate for 2024, this is the fourth year of implementing the goals of the 5-year plans for the period 2021-2025 on socio-economic development, finance and medium-term public investment and is also the next year of the budget stabilization period 2023-2025 according to the Resolution of the National Assembly and the City People's Council. Accordingly, the goal for building the 2024 budget estimate and the 3-year state finance-budget plan for 2024-2026 of the city is: Continuing to restructure the state budget associated with the allocation and effective use of financial resources, contributing to ensuring budget balance and completing the goals and targets set by the city.

At the same time, accelerate the implementation of important infrastructure investment projects, regional and inter-regional connectivity, creating a foundation to promote economic growth, especially the investment project to build Ring Road 4 - Hanoi Capital Region; ensure resources to implement salary and social insurance reform policies in conjunction with promoting the restructuring of the apparatus, implementing the autonomy mechanism and the roadmap for streamlining the payroll according to the resolutions of the central government and the city.
