Over 574 billion VND spent on Tet gifts for the Lunar New Year of the Year of the Horse (2016).
The Standing Vice Chairman of the Hanoi People's Committee, Duong Duc Tuan, signed and issued Plan No. 341/KH-UBND dated December 15, 2025, on giving Tet gifts for the Lunar New Year of the Horse in 2026 to beneficiaries of social policies, meritorious individuals, vulnerable groups, and outstanding collectives and individuals in the capital city.
According to the plan, the city requires that visits and gift-giving be carried out effectively, ensuring that they reach the right recipients, that all entitlements are provided in full, and that they are given promptly in accordance with current financial regulations. Along with this, it is necessary to mobilize maximum social resources in diverse and effective ways to better care for those in difficult circumstances, ensuring that all citizens can celebrate Tet (Lunar New Year).

Hanoi city leaders met with and paid tribute to those who contributed to the revolution on the occasion of the 80th anniversary of National Day on September 2nd.
It is projected that a total of 1,165,878 gifts will be distributed, with a total budget of 574,423,500,000 VND, secured from city and commune-level budgets according to decentralization and other legally mobilized sources. The responsible units must use the funds in accordance with regulations, disburse payments to the correct recipients, and ensure proper accounting and settlement of expenses in compliance with the State Budget Law.
Regulations on gift amounts for each group of individuals
The plan specifies the gift amounts for each group of individuals. Specifically, a gift of 2,000,000 VND per person is allocated to: Vietnamese Heroic Mothers, Heroes of the People's Armed Forces, Labor Heroes during the resistance war, wounded soldiers, wounded soldiers of type B, those receiving benefits similar to wounded soldiers with 21% or more bodily injury, sick soldiers with 41% or more bodily injury, wounded and sick soldiers currently being cared for at 7 centers in neighboring provinces, revolutionary activists before January 1, 1945 (veteran revolutionaries), representatives of martyrs' families (parents, spouse, children, caregivers), volunteer youth receiving monthly allowances, resistance fighters exposed to chemical toxins, and revolutionary activists and resistance fighters who were captured and imprisoned by the enemy.
A gift of 1,000,000 VND per person is applied to children of resistance fighters exposed to chemical toxins, representatives of martyrs' worship services, soldiers who participated in the resistance against the US with less than 20 years of service and are receiving monthly allowances, and those who participated in the war to protect the Fatherland and performed international duties according to decisions of the Prime Minister .
In addition, Hanoi also gives 1,000,000 VND per person to female former youth volunteers with particularly difficult circumstances who do not receive monthly allowances. The amount of gifts for celebrating the longevity of the elderly ranges from 700,000 VND to 1,500,000 VND per person, depending on age.
Besides caring for individuals, Hanoi plans to present gifts to 73 organizations, each worth from 6,000,000 VND to 16,000,000 VND, including organizations and facilities caring for war veterans, social welfare beneficiaries, and exemplary units such as: Thang Long Club, the Representative Board of Revolutionary Soldiers Imprisoned by the Enemy in Hanoi, the Cadre Rehabilitation Center in Dai Lai, Hanoi's Center for the Care and Rehabilitation of War Veterans No. 2, the Hanoi Center for the Care of People with Disabilities; the People's Committee of Thanh Thuy Commune - Phu Tho Province, the Association of Victims of Agent Orange in Hanoi, the Association of Businesses of War Veterans and People with Disabilities in Hanoi...; the Ministry of Public Security's Juvenile Detention Center - Ninh Binh, the Hanoi Association of the Blind, and 4 units caring for social policy beneficiaries .
Hanoi will also present 150 individual gifts, each worth 6,000,000 VND (5,000,000 VND in cash and a 1,000,000 VND gift bag), to exemplary revolutionary veterans, Vietnamese Heroic Mothers, intellectuals, policy beneficiary families, poor households, laborers, outstanding citizens, and exemplary individuals and groups. The following communes/wards will visit 3 exemplary families/individuals in each commune/ward: Cua Nam, Hoan Kiem, Ba Dinh, Tay Ho, Dong Da, Hai Ba Trung, Ha Dong, and Thanh Xuan.
The amount of 500,000 VND per person is allocated to compensate staff and workers directly involved in service, and to supplement meal expenses for individuals receiving treatment and care during the Tet holiday at social welfare centers under the Department of Internal Affairs, the Department of Health, and the City Police.
