Decision to temporarily assign the 2025 administrative and career staffing plan targets to administrative agencies, organizations, public service units and People's Committees of communes and wards in the city.
Specifically, the number of non-professional workers at the commune level of Hanoi in 2025 (after the administrative unit arrangement) is 4,416 people. The total number of civil servant positions and professional contract targets according to Resolution No. 26 of the City People's Council; the number of employees (public employee positions) at administrative agencies, organizations, and public service units of Hanoi in 2025 (after the administrative unit arrangement) is 139,501 people. The total number of labor contract targets in administrative agencies, organizations, and public service units of Hanoi in 2025 (after the administrative unit arrangement) is 22,668 people.
Heads of departments, branches, sectors, public service units under the City People's Committee, Chairmen of People's Committees of communes and wards organize the implementation of administrative and public service staffing plans temporarily assigned in 2025 to affiliated agencies and units in accordance with the Decision of the City People's Committee so that agencies and units can proactively implement.
At the same time, localities and units review, arrange, organize, and develop plans to effectively use the assigned staff in 2025 in conjunction with the organization, restructuring and improving the quality of civil servants and public employees, ensuring the goal of streamlining 25% of the staff of civil servants and public employees receiving state budget salaries according to Central regulations.
The People's Committees of communes and wards continue to review, implement the arrangement, reception, and transfer of cadres, civil servants, public employees, and workers to work at affiliated departments and units according to the assigned payroll, ensuring effective use and compliance with the Central Government's orientation and policies on streamlining payroll in the next phase; in case of any adjustment, promptly report to the City People's Committee (through the Department of Home Affairs) for consideration and decision.
The Department of Home Affairs, based on its assigned functions and tasks, coordinates with relevant agencies and units to guide departments, branches, sectors, public service units, and People's Committees of communes and wards to organize the implementation and supervise and inspect the implementation of the above contents according to State regulations; reports to the City People's Committee to take specific measures against agencies and units that do not properly implement the principles approved by the City People's Council and the City People's Committee. At the same time, based on the instructions of the Central Government and the City Party Committee, the practical operation of the 2-level local government model, advises and develops a plan to officially allocate staff to agencies and units, and reports to competent authorities for consideration and decision.
The Department of Finance shall preside over the allocation of budget estimates and the arrangement of operating expenses for agencies and units in accordance with the assigned payroll and targets, as a basis for the following agencies and units to arrange and implement their functions and tasks in a timely and effective manner, meeting the political tasks assigned by the city. This Decision takes effect from the date of signing.
