Continue to review and promptly complete institutions, policies and laws in the fields of socio-economic management and waste prevention and control. Review wasteful and prolonged projects and propose appropriate, timely and effective handling mechanisms and policies. Implement and strengthen supervision and inspection of the review and amendment of cumbersome administrative procedures that cause congestion and waste of resources; promote decentralization and delegation of authority.

Implement smart governance and digital transformation in departments, branches, sectors, organizations; People's Committees of districts, towns. Strengthen coordination between departments, branches, sectors, organizations and People's Committees of districts, towns in waste prevention and combat.

Specifically, the work of preventing and combating waste must be clearly demonstrated through commitments, plans, with progress, specific targets, focusing on thoroughly solving the causes of waste and must be carried out regularly. The implementation plan must ensure 5 clarity (clear people, clear work, clear progress, clear responsibility, clear results).

In particular, linking the results of waste prevention and control work with the implementation of the economic growth target of 8% or more by 2025 and double-digit economic growth in the period 2026-2030. At the same time, identifying the results obtained from waste prevention and control work as an important resource, contributing to promoting growth drivers to implement the economic growth target alongside other traditional growth drivers.

The City People's Committee assigned the City Inspectorate to direct and organize thematic inspections in a number of areas of management and use of the city's resources. In particular, focusing on a number of areas that are likely to cause great loss and waste to handle violations, at the same time, strongly warn and deter related organizations and individuals... in the effective management and use of public financial resources and public assets.

The City People's Committee assigned the City Public Administration Service Center to thoroughly implement the task of radical reform, minimizing administrative procedures and compliance costs for people and businesses. Along with that, promote decentralization, delegation of authority, combined with strengthening supervision, inspection and supervision in handling administrative procedures to reduce intermediate levels, ending the situation of prolonging processing time through many agencies and units. Strictly implement the announcement, publicity, transparency and completeness of administrative procedures, digitization of records and results of handling administrative procedures according to regulations.
