Chairman of the Hanoi People's Committee Tran Sy Thanh has just signed and issued Directive No. 11/CT-UBND on implementing the Campaign "45 days and nights of launching to support digital transformation activities in communes and wards in the initial phase of operating the two-level local government model" in Hanoi .
The purpose of the Directive is to ensure adequate and timely provision of human resources, technical infrastructure and digital skills to effectively implement digital transformation and apply information technology in state management activities and provide public services in communes and wards.
In particular, building a capable and stable digital community force, with the participation of students majoring in information technology, personnel from information technology and telecommunications enterprises and local organizations, to support people in performing online public services, contributing to improving the effectiveness of digital transformation at the grassroots level.
To support 126 communes and wards in Hanoi to improve the effectiveness of information technology application and digital transformation in the initial phase of operating the two-level local government model, the Chairman of the City People's Committee requested units to urgently review and perfect the organizational structure, functions and tasks, and arrange to ensure that 100% of commune and ward People's Committees have civil servants and public employees with specialized degrees in information technology to perform the tasks of state management positions on information technology, digital transformation and positions of civil servants with shared expertise (on information technology, digital transformation) serving the two-level local government to ensure effective implementation of digital transformation work at the local level.
In case IT personnel cannot be arranged, implement a plan to sign a contract to hire IT personnel to directly support communes and wards in implementing tasks of applying information technology and digital transformation.
The city requires ensuring that 100% of communes and wards have forces ready to support officials, civil servants and people in the process of implementing administrative procedures and using online public services at the commune level, at the same time, reviewing and perfecting villages and residential groups as a basis for establishing and perfecting Community Digital Transformation Teams in new communes and wards after the rearrangement, and at the same time establishing Technology and Professional Response Teams at the commune and ward level according to the instructions for implementing Plan No. 02 of the Central Government, in order to promptly provide technical support, answer professional questions and handle situations arising in the process of implementing online public services and digital transformation at the grassroots level./.
