Proactively apply technology, test AI and remote sensing data
Immediately after the Government issued Decree No. 132/2025/ND-CP and 133/2025/ND-CP, Hanoi deployed a series of key tasks.
Special attention is paid to training and coaching, with thousands of cadres, civil servants and public employees being trained in digital skills and information system operation skills. In the science and technology sector alone, more than 240 cadres have received intensive training in digital transformation (DCT) and artificial intelligence (AI) applications.
Notably, the City has arranged to ensure that 100% of the People's Committees of communes and wards have IT specialists to take on state management positions in IT and digital transformation; at the same time, it has deployed specialized professional civil servant positions to serve the two-level government model.
A highlight is the "Digital Education for All" movement and the "45 Days and Nights of Digital Transformation Support" campaign with the participation of students, youth union members and businesses in 126 communes and wards. These forces have directly supported people in accessing, getting acquainted with and using online public services.
As a result, the City's online application rate increased from less than 1% to more than 25% in just one month, reflecting a strong shift in people's awareness and behavior in accessing digital services.

Hanoi is also gradually improving technical infrastructure, making the most of existing equipment and investing in a synchronous IT system, ensuring information security and data connectivity to serve operations.
All 126 communes and wards have completed 16 monitoring criteria as required by Steering Committee 57, reaching a rate of 100%. The city is also deploying an Intelligent Operation Center (IOC), testing AI and remote sensing data in urban management and digital government operations.
In the field of science and technology, the Hanoi Department of Science and Technology has advised on the promulgation of 119 administrative procedures and the development of internal and electronic procedures for 181 procedures in the field of science and technology.
In addition to positive results, implementing units said that many difficulties still exist. The volume of decentralized procedures is large, many new procedures require deep expertise, while the capacity of commune-level officials is limited. Highly specialized IT human resources are lacking, and many systems and databases are not ready to connect and share data, affecting the progress of digital transformation.
Accordingly, the units have proposed 8 key groups of solutions to improve the mechanism, process and infrastructure serving the operation of the two-level local government model. Notably, there are:
Promote the elimination of unnecessary certification requirements, minimize paperwork, and reduce time and costs for people and businesses.
Deploying the "Digital Station" model at one-stop departments at all levels, allowing documents to be digitized immediately upon receipt, synchronizing data to the electronic system, avoiding people having to prepare many types of documents.
Pilot decentralization gives the City the right to determine the list of procedures that are granted electronic copies, ensuring flexibility and suitability with implementation practices in Hanoi.
Integrate VNeID identification account with the City's Public Service Portal, creating a platform for data synchronization, user authentication and convenient and safe implementation of online public services.
Allow Hanoi to build and pilot the provision of public services on mobile devices, helping people to carry out procedures quickly, anytime, anywhere.
Piloting a digital authorization mechanism in handling administrative procedures, helping people to authorize procedures through digital methods, reducing barriers in terms of time and travel.
Ministry of Science and Technology accompanies and removes difficulties for Hanoi
Implementing Conclusions No. 177 and 178 of the Politburo and Secretariat on the operation of the two-level local government model, the Ministry of Science and Technology organized 12 working delegations to work with 34 localities. The survey showed that provinces and cities are determined to reorganize their apparatus, shorten the time for processing procedures and promote the application of IT to bring practical benefits to people and businesses.
The Ministry of Science and Technology affirmed that it will continue to support Hanoi in operating the two-tier model, especially in the fields of science and technology, innovation and digital transformation. The Ministry has established a standing team and 24/7 interactive groups to receive and resolve problems; and at the same time, review and amend legal documents to perfect the legal framework.
In the coming time, the Ministry will coordinate with Hanoi to promote the application of science and technology and digital transformation in providing online public services throughout the process, shortening the time for processing procedures and reducing costs for people and businesses. Training and improving the capacity of officials, especially in digital transformation, will continue to be focused on.

The Ministry of Science and Technology's direct survey, guidance and timely response to recommendations has contributed to helping Hanoi and many localities smoothly implement the two-level government model, in accordance with the Central Government's policy, while meeting the requirements of state management in the fields of science, technology, innovation and digital transformation today.
Initial results in Hanoi show that when the mechanism is removed, technological infrastructure is invested synchronously and officials are fully trained, the two-level local government model can operate smoothly and effectively. This is also the premise for Hanoi to continue to perfect the apparatus, improve service quality and build trust of people and businesses in a modern and transparent administration.
The Ministry of Science and Technology's close accompaniment, direct inspection, listening and timely support to localities not only solves immediate difficulties but also contributes to shaping a new local governance model that is streamlined, flexible and based on science, technology and digital transformation.
In the context that the whole country is promoting administrative reform and building a digital government, the close coordination between the Ministry of Science and Technology and Hanoi is expected to create good models and practices to be replicated nationwide. These are important steps towards the goal of building a modern, people-centered, service-oriented administration; at the same time, promoting science and technology, innovation and digital transformation to become the core driving force for sustainable development in the new period.
