Hanoi: Verifying the case of teachers giving illegal extra classes in Hai Ba Trung district

Regarding the information reflecting that teachers at Van Ho Secondary School taught extra classes in violation of regulations, on May 8, the Department of Education and Training of Hai Ba Trung District sent a report to the Hanoi Department of Education and Training and the People's Committee of Hai Ba Trung District about the results of verifying the incident.

Specifically, the Department of Education and Training of Hai Ba Trung District has assigned a specialized department to coordinate with the People's Committee of Le Dai Hanh Ward (Hai Ba Trung District) to directly inspect Cham Group Education Joint Stock Company (headquartered on the 7th floor of building No. 51, Le Dai Hanh Street) and Van Ho Secondary School; and work with related individuals.

According to the inspection results, Van Ho Secondary School has disseminated Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning to staff and teachers.

Teacher LTT - the person who was reported to have taught extra classes in violation of regulations, reported and committed to the school principal that he would teach extra classes at Cham Group Education Joint Stock Company and had a contract with this company.

An inspection of Cham Group Education Joint Stock Company showed that the company has a business registration certificate issued by the Hanoi Department of Planning and Investment; a fire prevention, fighting and rescue inspection report by the Hai Ba Trung District Police; a 9th grade Literature curriculum; a list of 13 students participating in the course and a voluntary application from 2 students of class 9A5 at Van Ho Secondary School.

According to the center's report, teacher LTT has taught 9th grade Literature at this center since April 2025 with 13 students. Because she is new to the teaching, the Company has not yet collected tuition fees from the 13 students mentioned above.

Of the 13 students participating in the course, only 2 students in class 9A5 are taught by teacher LTT at the school. However, the parents of these 2 students, who are teachers at Van Ho Secondary School, wish to have teacher LTT support them in reviewing for the 10th grade entrance exam, so teacher LTT requested that the Company not charge tuition fees.

Also according to information from the school, teacher LTT has stopped teaching at the above facility since April 23.

Through the working session, the inspection team recommended that Van Ho Secondary School continue to thoroughly grasp and propagate the implementation of Circular No. 29/2024/TT-BGDDT to staff, teachers, students and parents, continue to innovate teaching and testing methods, and evaluate to improve the effectiveness and quality of teaching and learning at the school.

At the same time, schools need to balance time so that students can review right in class, teachers assign homework to students suitable for each subject, ensuring that students are confident about the knowledge they have acquired in school...

The inspection team also requested Cham Group Education Joint Stock Company to strictly implement regulations on extra teaching and learning and other relevant legal regulations; manage and ensure the quality of extra teaching and learning and the rights of students and tutors; manage and use extra teaching money according to regulations; manage and keep records of extra teaching and learning organizations according to regulations; report on the implementation of regulations in Circular No. 29/2024/TT-BGDDT and relevant legal regulations to competent authorities when requested.
