Ha Trung builds communes and towns that meet legal access standards

(Baothanhhoa.vn) - Implementing Decision No. 25/2021/QD-TTg of the Prime Minister on Regulations on communes, wards and towns meeting legal access standards (CTCPL), the People's Committee of Ha Trung district has issued a plan to build communes meeting CTCPL in all communes and towns in the district. Achieving CTCPL is not only a criterion for evaluating advanced NTM and model NTM, but also contributes significantly to ensuring political security and social order and safety.

Ha Trung district strengthens administrative procedure settlement, creating satisfaction for people.

For effective implementation, the District People's Committee has directed the synchronous implementation of measures. Accordingly, the Department of Justice advised on the issuance of guiding documents on legal dissemination, education and training (TTPBGDPL), grassroots mediation and the process of assessing and recognizing communes that have achieved CTCPL. At the same time, the district implemented the criteria according to Decision 1732/QD-BTP of the Ministry of Justice and criterion 18.4 in the National New Rural Criteria Set for the period 2021-2025.

Propaganda work has been promoted on many information channels, from the grassroots radio system to electronic information portals at all levels, to raise awareness among cadres, party members and people about the benefits of building communes that meet the CTCPL. At the same time, the Department of Justice regularly organizes meetings, training sessions and compiles professional guidance documents, closely linked to the tasks of socio -economic development and new rural construction.

Judicial and civil status officials in communes and towns have proactively advised the People's Committees at the same level to issue plans to implement the construction of communes and towns that meet the CTCPL. The assignment of tasks is carried out specifically, ensuring close coordination between relevant agencies in implementing the TCPL criteria according to requirements and within the prescribed time limit.

The process of evaluating and recognizing communes and towns that have achieved CTCPL is seriously implemented, ensuring the principles of objectivity, publicity, and transparency, with the motto of taking people as the center. Information and propaganda work has always received special attention from the District People's Committee to raise awareness and responsibility of cadres, civil servants and people. In 2024, the district organized more than 10 propaganda sessions for thousands of participants. The Department of Justice regularly provides training on laws related to the management functions of the sector such as: Law on Promulgation of Legal Documents, Law on Grassroots Mediation, Law on Civil Status... along with guiding documents for grassroots judicial and civil status officials to grasp and effectively implement in practice. At the same time, the Department of Justice integrates monitoring the implementation situation in localities, promptly detecting and removing difficulties and obstacles in the implementation process.

In 2024, based on the self-assessment results of the communes, the District People's Committee received 20 applications for recognition of communes and towns meeting the CTCPL, meeting all 4 conditions to be recognized as communes and towns meeting the CTCPL. In accordance with regulations, in January 2025, the Ha Trung District TCPL Assessment Council, after evaluating the results and reviewing the CTCPL scores of communes and towns in 2024, summarized the results as follows: 20/20 communes and towns have well implemented 5 criteria with 20 targets according to Circular 09/2021/TT-BTP dated November 15, 2021 of the Ministry of Justice, all communes and towns achieved from 85 to 93 points, meeting the requirements. The assessment results show that 20/20 communes and towns have met the CTCPL, reaching a rate of 100%.

Through the work of building communes and towns that have achieved the CTCPL, it has contributed to raising awareness and sense of law compliance of cadres, civil servants, party members and people in Ha Trung district, creating favorable conditions for people to access legal services, ensuring the implementation of their rights and obligations. Thereby, contributing to maintaining political security, social order and safety, promoting socio-economic development, associated with the effective implementation of the National Target Program on New Rural Development, improving the material and spiritual life of people in the district.
