Two underground parking lots in Ho Chi Minh City invested under the inappropriate BOO form

Hoa Lu and Tao Dan underground parking lots in Ho Chi Minh City invested under the public-private partnership (BOO) model are no longer in accordance with the provisions of the Law on Investment under the public-private partnership (PPP) model.

The Ho Chi Minh City Department of Transport has just issued document No. 3331/SGTVT-KH in response to Saigon Culture and Sports Investment Company Limited regarding the request to continue implementing the feasibility study report for the Hoa Lu and Tao Dan Underground Parking Project, District 1.

Informing businesses, the Department of Transport said that these two projects invested in the form of public-private partnership (BOO Contract) are no longer in accordance with the provisions of the Law on Investment under the form of public-private partnership (PPP).

Therefore, the enterprise's proposal to continue studying the feasibility of the project under the BOO (build - own - operate) form for the Hoa Lu and Tao Dan underground parking projects has no basis for consideration.

On the other hand, the Department of Planning and Architecture is conducting research to establish a Project to adjust the General Construction Plan of Ho Chi Minh City to 2040 and vision to 2060, planning the underground urban construction space of the existing City Center (930 hectares) and proposing to establish a local adjustment of the detailed urban construction planning project (zoning plan) at a scale of 1/2000 of the existing Center.

Based on research on planning adjustments and demand assessment, the HCM City People's Committee will develop an investment plan for suitable parking lots.

Therefore, the Department of Transport recommends that businesses continue to monitor the City's policies in the process of selecting investors in the coming time.

Ten years ago, Ho Chi Minh City planned four underground parking lots in the city center, but three projects were "stillborn", including projects at Le Van Tam Park, Tao Dan Football Field, and Hoa Lu Stadium.

Currently, only the Underground Parking Project at Trong Dong Stage, invested by Dong Duong Group Company Limited, is still waiting for State agencies to clear procedures, but the start date has not been determined.
