Lax management
One of the notable contents in the inspection conclusion is that the Khanh Hoa Sports Technical Training Center (hereinafter referred to as the center) has lax management, not issuing or effectively implementing regulations on payment of benefits to athletes. This lack of control has created conditions for some coaches to arbitrarily apply criteria for dividing wages in their own way, without public appraisal or comparison. As a result, many athletes have been underpaid, in some cases millions of dong have been cut each month without clear notification.

Specifically, according to the inspection conclusion, Coach Le Van Tu applied the A, B, C, D scale to divide the wages for the U.15 team athletes without any unified criteria, without being approved or made public by the center. The difference of tens of millions of VND each month was used for the so-called "team fund" for activities such as picnics, buffets... but without clear invoices and documents, and without transparency about the source of revenue and expenditure. Although the center's leaders knew about this practice, they did not take timely corrective measures.
How did 2 former coaches of Khanh Hoa youth team embezzle money from players?
The second responsibility is to supervise financial activities. The inspector also pointed out a series of serious violations when coaches kept ATM cards and account passwords of athletes, directly withdrew money and decided to pay. Coaches Huynh Huu Duc (U.21), Dang Dao (U.19), Nguyen Ty (U.17) all carried out this behavior for many years without facing any supervision from the center's leadership.

It is worth noting that even during the inspection period (July 2024), Coach Dang Dao continued to ask the U.19 team's athletes to transfer food and wages to his personal account. It was only when the Department Inspectorate made a recommendation that the center temporarily suspended this coach. The delay in handling the case shows the lack of decisiveness and responsibility on the part of the leadership.
In addition to financial violations, the inspectors also discovered that the center had allowed professional fraud to go unpunished for a long time. Coach Nguyen Ty had falsely declared training schedules on Saturdays for three years, causing a budget loss of nearly 185 million VND. Meanwhile, Coach Dang Dao did not carry out the procedures to stop training with retired athletes, leading to these athletes continuing to receive illegal benefits. All of these violations occurred in the context of the center's leadership being lax in supervision, failing to detect and handle them promptly.
Not just losing money – Khanh Hoa is losing an entire generation of players
Khanh Hoa’s youth football training system has been largely ineffective over the years. Although the center is reportedly allocated a budget of about VND60 billion per year for 22 teams with more than 550 athletes, training and injury treatment for athletes are still not guaranteed. In particular, the number of athletes from youth teams promoted to the main squad over the years has been very low, indicating a serious breakdown in talent development.
Faced with a series of serious violations, the Inspectorate of the Department of Culture, Sports and Tourism has recommended reviewing and handling collective and individual responsibilities at the center in accordance with legal regulations. Mr. Nguyen Van Nhuan, Director of the Department of Culture, Sports and Tourism, affirmed: "The Department's viewpoint is not to cover up violations. The Department has directed the establishment of a disciplinary council and strict handling."
The Economic Police Department of Khanh Hoa Province Police has prosecuted and temporarily detained two former coaches Dang Dao and Nguyen Ty to investigate the act of abusing power and position to appropriate property.

Accordingly, the center has forced two coaches Dang Dao and Nguyen Ty to quit their jobs; reviewed and criticized the accountant, head of training department, and treasurer; disciplined Mr. Nguyen Minh Dat - Director of the center with a warning and reprimanded Ms. Hoang Thi Hang Nga - Deputy Director in charge of professional matters.
On May 30, the Economic Police Department of Khanh Hoa Province Police prosecuted and temporarily detained two former coaches Dang Dao and Nguyen Ty to investigate the act of abusing their positions and powers to appropriate property.
However, to regain trust and rebuild the training system, it is impossible to stop at disciplinary actions. The center's leaders must truly recognize their responsibilities and carry out comprehensive reforms in the admission process, payment of benefits and financial supervision. Only then can Khanh Hoa youth football overcome the crisis and regain its place on the map of Vietnamese football.
According to information obtained by Thanh Nien , Mr. Nguyen Minh Dat and Ms. Hoang Thi Hang Nga have submitted their resignations after being disciplined for violations in management. The Department of Culture, Sports and Tourism has received the resignations of these two officials and is in the process of submitting them to competent authorities for consideration and decision. Currently, the Department of Culture, Sports and Tourism has assigned Mr. Dang Quoc Van, Deputy Director of the Department of Culture, Sports and Tourism, to temporarily manage and operate the Khanh Hoa Sports Technical Training Center to ensure the center's operations.
