According to data from the Information Technology Center, Office of the Provincial People's Committee, by the end of April 30, Hai Duong had disbursed more than VND 2,300 billion in public investment capital, reaching 22.5% of the plan assigned by the province, 22.3% of the plan assigned by the Prime Minister, higher than the national average (the national average reached 15.56%).

Although the rate of disbursement of public investment capital of the province has not been achieved (the cumulative plan for the first 4 months of the year reached 28%), many projects invested by the province have had high disbursement results such as: Project to renovate and upgrade provincial road 390 from Hop Thanh bridge to Quang Thanh bridge (Thanh Ha) reached 82.1% of the capital plan assigned in 2025; Investment in construction of the road and Van bridge connecting National Highway 37 (Chi Linh city) with the approach road to Trieu bridge (Kinh Mon) reached 65.9%; Investment in construction of the interchange connecting National Highway 17B with National Highway 5, Hanoi - Hai Phong railway reached 50.6%...

Some localities have high disbursement results such as Tu Ky, Nam Sach, Kim Thanh, Gia Loc, Kinh Mon town... Some localities have low results such as Hai Duong city, Cam Giang, Thanh Ha...

According to the Department of Finance, although localities have made many efforts and actively coordinated in site clearance and accelerated disbursement of public investment capital, the implementation progress is still slow. The organization and preparation of project implementation in some localities has not ensured the plan, affecting the overall disbursement progress.
