Hai Ha builds advanced new rural district

The district focuses on improving the quality of criteria. Up to now, the appearance of the new rural district has been improved, and people's lives continue to improve.

In 2024, the district will focus on implementing the tasks of completing the adjustment of the district's construction planning, the appraisal and approval process for adjusting the general construction planning of communes to 2030, with a vision to 2040. On November 1, 2024, the Provincial People's Committee issued Decision No. 3188/QD-UBND approving the project to adjust the Hai Ha district's construction planning to 2040, with a vision to 2050. This is an important basis for the district to focus on socio -economic development according to the plan, including the task of building advanced new rural areas.

Hai Ha Secondary School was built spaciously, with an investment cost of more than 219.2 billion VND.

The district mobilizes and integrates investment capital sources to develop transport infrastructure, irrigation, cultural facilities,education , clean water, ensuring synchronization, modernity, rural - urban connectivity and connectivity between regions. The district speeds up the completion and approval of planning projects, proposals, and projects, especially the Projects: Developing rural transport infrastructure in the district to 2025, with a vision to 2030; rural clean water; building, renovating, and upgrading schools; building, upgrading, and renovating cultural houses in villages, hamlets, neighborhoods, and cultural - sports centers at the commune level to serve the Party Congresses at all levels for the 2025-2030 term. In 2024, the total mobilization and integration of investment resources to upgrade and repair 36 rural infrastructure works is 458.45 billion VND. Up to now, the projects are being accelerated in construction progress and put into operation, contributing to improving the lives of people in rural areas, completing the missing criteria/targets in communes and districts.

In 2024, the district allocated a capital plan of 25.1 billion VND from capital sources of target programs to invest in dams and canal systems after the dam in village 3, Quang Son commune, 4,000m long; allocated 2.348 billion VND from the district budget to repair 3 canals in Quang Thanh and Quang Chinh. Up to now, 329.88/459.11km of the district's level I, II, III canal system has been reinforced. The irrigation system is organized, managed and operated, ensuring proactive irrigation water service for 90.5% of agricultural land area. Along with that, 4 centralized water supply projects in Quang Duc, Quang Thinh, Quang Long, Quang Phong were invested with a total cost of 21.6 billion VND, bringing the total number of 19 centralized domestic water supply projects in the district; mobilized and allocated resources of 230.432 billion VND to invest in upgrading and repairing 15 school projects. In 2024, the district prepared a dossier to request recognition of 18 schools meeting national standards (7 schools were recognized as meeting level 2; 11 schools were re-recognized as meeting level 1). By September 15, 2024, the entire district had 41/42 schools meeting national standards (10 schools meeting national standards at level 2).

Communes continue to maintain and improve the quality of criteria; build rural environmental landscapes, implement criteria for advanced NTM communes and model NTM communes. Up to now, 10/10 communes have achieved 19/19 criteria, 57/57 NTM commune targets according to the Set of NTM commune criteria for the period 2021-2025.

In 2024, the district will have 3 more communes meeting advanced NTM standards, namely Quang Minh, Cai Chien, Quang Thinh, bringing the total number of 6/10 communes in the district to meet advanced NTM standards. On average, 10 communes in the district meet 16.9/19 criteria, 70.2/74 advanced NTM contents, an increase of 0.9 criteria, 1.3 contents compared to the end of 2023. The whole district has 4/10 communes recognized as meeting model NTM commune standards. The district currently meets 9/9 criteria, 38/38 contents of advanced NTM district, and is focusing on completing the application file to consider and recognize the district as meeting advanced NTM standards according to regulations. In 2025, the district strives to have 5 advanced NTM communes, 5 model NTM communes (including Cai Chien commune).
