As someone who has directly advised the City Party Committee and the Standing Committee of the City Party Committee on organizational work, I see that the project on the arrangement and reorganization of administrative units at all levels and the construction of a 2-level local government model is not only about the arrangement of organization, apparatus, and staff, but also about decentralization of authority, rearrangement of administrative units, allocation of resources, and creating space for development. From here, the government apparatus will be closer to the people, moving from a passive state of solving work to a proactive state of serving the people and businesses. The arrangement, organization of the apparatus, and merger of administrative units is not only a story about streamlining the apparatus, but more importantly, to improve the quality of service to the people, ensuring political and social stability. This is a very necessary task in the current context of the country and the City.
Looking back on the 70-year journey of construction and development, especially in the period of innovation and integration, I realize that Hai Phong City has affirmed its position as an important growth pole of the country with breakthrough achievements and outstanding marks. Hai Phong's achievements today are a vivid proof of a consistent development strategy, long-term vision, determination in leadership and management, along with the spirit of consensus, creativity and constant improvement of the entire Party Committee, government and people of Hai Phong City. At the same time, this is also a source of inspiration and motivation to continue building and developing the City in new stages, especially when the Central Government has a policy of merging Hai Phong City and Hai Duong Province. Hai Phong will have a new position and great strength when entering the new era.

In May, the sky is filled with red phoenix flowers, Hai Phong City enters a big festival - celebrating the 70th anniversary of Liberation Day (May 13, 1955 - May 13, 2025) and receiving the noble title of "Heroic City". This is truly a historical and important milestone in the journey of building, protecting and developing the City and is the beginning of the strong rise of the Port City when entering a new era of the nation.
The Red Flamboyant Flower Festival - Hai Phong this year enters its 12th season and has a very meaningful theme: "Hai Phong - 70 years of faith and aspiration to rise up". A cultural event for Hai Phong to welcome and share joy with the people, tourists, domestic and international friends about the great achievements that the Party Committee, government, army and people of the port city have achieved. At the same time, it is also a word of gratitude to the past, honoring the present and affirming the aspiration to reach the future.
The festival also demonstrates the spirit, will, and aspiration for innovation and continuous development of Hai Phong City after 70 years of liberation, affirming its position as one of the three largest cities in the country, its role as an important gateway, a driving force for development of the Northern region and the whole country. This is also an opportunity for Hai Phong to promote the image of a young, dynamic city that has been integrating with the world on the basis of promoting its own cultural identity, arousing pride in the hearts of every citizen of the port city.

I am a Hai Phong native, born right after the liberation of the city. All my life I have been attached to and witnessed the changes of the city over the past 70 years. I see that Hai Phong is a dynamic, creative city, daring to think, daring to do, always taking the lead in innovating mechanisms and policies for development.
In particular, over the past decade, Hai Phong has risen to the top of provinces and cities in many fields. Along with promoting investment in transport infrastructure, expanding modern urban space, strongly attracting domestic and foreign investment, promoting green economic development and digital transformation, the City always pays attention to ensuring social security, improving people's lives, caring for people with meritorious services, policy beneficiaries, the poor, children, the elderly, etc.
The work of protecting, caring for and improving people's health has been given attention by the City Party Committee, People's Council and People's Committee through the issuance of many specific policies, supporting the development of a synchronous public health system from the city to the grassroots level, as well as policies to promote socialization and encourage businesses and entrepreneurs to invest in the health sector.
Currently, in the city, many large-scale private hospitals have been established, performing specialized techniques, providing high-quality services to serve domestic and foreign patients, making an important contribution to the completion of the city's health system, contributing to building Hai Phong City into a health center of the northern coastal region. The city is also aiming to develop policies to encourage investment in the field of elderly health care, an inevitable service trend in modern society.
The achievements in the development of the field of health care for the people, together with the achievements in socio-economic development, have significantly contributed to improving the material and spiritual life of the people of the City, affirming the continuous efforts of leaders at all levels, agencies, units, enterprises and people of the City in the 7 decades of construction and development of Hai Phong.

Hai Phong is truly a livable city.

Hai Phong has changed a lot, it is truly a livable city with convenient transportation, good medical and educational services, stable and harmonious living and business environment.
Compared to the past 7 years since I started living and working in Hai Phong, this is almost a completely new city. The master plan for the South of Hai Phong with the second economic zone of the city is unique in Vietnam. You cannot find a place where sustainability is so deeply integrated into the overall design. This will be the first green economic zone in Vietnam, with a new, modern development model, including green, ecological, circular economy, digital economy, industrial symbiosis, and supply chains. I believe that if there is a city that can prove that economic growth is sustainable, it will be Hai Phong.
Hopefully, we can continue to expand and grow with the City, within the City. As long as we are together, I will devote all my energy, efforts and ideas to helping ensure that Hai Phong continues to have a unique and prominent position in the economic development of Vietnam.

Open up more space for development

I strongly agree with the policy of merging Hai Duong - Hai Phong, because the two localities have similar cultures, opening up more space for economic development and promoting the current advantages of the two provinces and cities.
Currently, Hai Phong and Hai Duong have similar economic structures, with the proportion of industry, construction and services reaching over 74%. After the merger, the new Hai Phong City will have the third largest economic scale in the country, after Ho Chi Minh City and Hanoi, with about 660,000 billion VND; budget revenue will also rank third, with about 140,000 billion VND. The new Hai Phong City will be a driving force for the country's development.
Hai Duong and Hai Phong are both key industrial areas. Hai Duong province currently has 610 FDI projects in operation with a total capital of more than 11 billion USD, with many large industrial parks that are strongly attracting investors. The goal by 2030 is for Hai Duong to develop 33 industrial parks with a total area of 5,661 hectares and a specialized economic zone along the Hanoi - Hai Phong highway.
Meanwhile, Hai Phong is an industrial production center with a double-digit economic growth rate for 10 consecutive years, with 1,063 valid FDI projects with a total investment capital of 34.62 billion USD; and is implementing a new Southern Coastal Economic Zone.
Along with that, planning work on infrastructure, transportation, increasing investment resources, developing local economy, attracting businesses and investors will also have positive changes when merging two localities to promote economic development and improve people's quality of life.
When coming together, Hai Duong and Hai Phong will enter a new stage of development, stronger and more breakthrough.
