Hai Phong: Many measures to support businesses affected by storm No. 3

(PLVN) - Grasping the damage and difficulties of businesses in the area after storm No. 3, Hai Phong City has continuously organized conferences and working sessions to listen, share, and find solutions for businesses.

Mr. Le Trung Kien, Head of Hai Phong Economic Zone Management Board (BQL), said that about 250/589 enterprises in industrial parks (IPs, accounting for more than 40%) suffered damage after storm No. 3 with an estimated amount of nearly 1,600 billion VND. The BQL has established many working groups to directly survey, inspect, and grasp the situation at enterprises, promptly direct and coordinate with relevant agencies, and guide and encourage enterprises to overcome the consequences caused by the storm; quickly ensure the supply of electricity, water, and smooth traffic.

The Management Board held a meeting with representatives of insurance companies, requesting to speed up the process of assessing damage after storm No. 3 for enterprises in industrial parks in the area; creating conditions for enterprises to complete the insurance compensation assessment process as soon as possible. At the same time, the Management Board worked with industrial park infrastructure companies to find directions and solutions to support secondary enterprises in industrial parks that suffered damage after the storm.

For enterprises with damaged equipment, the Management Board provides information, coordinates with the Customs Department to facilitate and shorten customs clearance time, and imports supplies, materials, and equipment to provide enterprises with timely repair of construction items affected by the storm. Send information to the Tax Department, the State Bank of Vietnam, Hai Phong Branch, the Social Policy Bank, the Social Insurance, etc. so that the authorities can promptly coordinate and support.

Implementing the direction of the Prime Minister , the General Department of Taxation and Hai Phong Tax Department urgently deploy detailed instructions on tax exemption and reduction policies for damaged enterprises. Taxes subject to exemption and reduction include corporate income tax, value added tax, resource tax, land use tax, etc.

According to the Tax Department's leader, the regulations on tax exemption and reduction documents require taxpayers to provide documents related to the value of the damage, including documents from financial agencies or independent appraisal agencies. The Tax Department is committed to accompanying throughout this process, ensuring that all procedures are processed quickly and accurately; always ready to provide maximum support.

The State Bank Branch leader said that according to reports from credit institutions, 13,181 customers out of the total outstanding debt were affected after the storm with more than 27,097 billion VND, of which the Social Policy Bank, Hai Phong Branch had up to 11,769 customers with a total outstanding debt of 530 billion VND. Concentrated in the sectors of agriculture - forestry - fishery; trade and services; industry and construction. In particular, other sectors, small business, health care, education only accounted for 0.1% of outstanding debt affected by the storm.

To implement support solutions, the State Bank branch has also directed units to implement measures to restructure debt repayment terms, maintain debt groups, consider reducing interest rates for affected customers; develop new credit programs with appropriate interest rates, and continue to provide new loans to customers to restore production and business after the storm.

According to statistics, the city's GRDP growth in the first 9 months increased by 9.77%, ranking 8th in the country and 2nd in the Red River Delta. The industrial production index (IIP) increased by 14.09%; state budget revenue was 87,822 billion VND, up 34.3% over the same period. Foreign direct investment (FDI) attraction reached 1.78 billion USD, down 41.73% over the same period (equal to 89% of the yearly plan)...

Recently, at the 17th Hai Phong City Party Committee Conference, the City Party Committee Executive Committee agreed to strive to maintain a double-digit GRDP growth rate in 2024. To ensure this goal, Secretary of the City Party Committee Le Tien Chau proposed that the entire city focus on solutions to remove difficulties, support businesses to recover production after storm Yagi, temporarily suspend inspections, support the implementation of insurance payment procedures for damage after the storm, support credit policies, and import-export procedures.

The Party Executive Committee of the City People's Committee directed the establishment of working groups to work with enterprises to visit, encourage, and resolve difficulties and problems. At the same time, speed up the disbursement of public investment capital, strive to complete the annual plan; prioritize the settlement of procedures for projects and tasks related to site clearance and land auction; urgently disburse the entrusted capital of 150 billion VND from the city budget to the Social Policy Bank for loans to restore agricultural and fishery production, etc.

The City Party Secretary requested the City Fatherland Front Committee and socio-political organizations to supervise the work of supporting the recovery of the consequences of storm No. 3; focus on mobilizing people from all walks of life to participate in building model new rural areas and advanced new rural areas according to the City's plan...
