On August 1, 2003, the Presidium of the Central Committee of the Vietnam Fatherland Front issued Resolution No. 04/NQ/DCT-MTTW on organizing the "National Solidarity Day", which was later stipulated in Article 11 of the Law on the Vietnam Fatherland Front 2015: "November 18 every year is the Traditional Day of the Vietnam Fatherland Front and the National Great Unity Day". Comrade Tran Thi Thoa - Vice Chairwoman of the Ninh Binh Provincial Fatherland Front Committee said: "The organization of the annual Ethnic Minority Day in residential areas has become a beautiful tradition, with profound humanistic significance, a solid bridge between the Party, the Government and the People. Recognizing the role of solidarity in self-management models in residential areas, in recent times, the Fatherland Front at all levels in the province has closely coordinated with the government and organizations to propagate and mobilize people to build self-management models suitable to the characteristics of each locality, focusing on the content of socio-economic development, protecting security and order, and building a civilized life. In particular, in the context of Ninh Binh province entering a new stage of development, the requirements for the role of self-management in residential areas and the awareness of law compliance of each citizen are even higher. In the coming time, the Fatherland Front at all levels will continue to innovate the content and methods of operation; mobilize people to unite, be creative, compete in patriotism, contributing to building the homeland of Ninh Binh. increasingly rich, beautiful and civilized."
In line with the emulation movement nationwide, the spirit of patriotism and the bloc of ethnic minorities in Ninh Binh homeland has been increasingly cultivated and put into practice. Through the movements and campaigns launched by the Fatherland Front at all levels, it has created a vibrant atmosphere, spreading widely throughout localities such as actively mobilizing all classes of people to improve the quality and effectiveness in implementing the emulation movement "The whole country joins hands to build new rural areas" associated with the campaign "The whole people unite to build new rural areas and civilized urban areas"; promoting the role of the people as the main subject in building new rural areas, encouraging the development of economic models, helping each other to eliminate hunger and reduce poverty, voluntarily donating land, contributing labor and money to build infrastructure, roads, public works, grassroots cultural institutions and community activity points, contributing to changing the face of the countryside. Thanks to that, over the past 5 years, the people have contributed over 12,749 billion VND (accounting for 18.7% of total mobilized resources) to the construction of new rural areas, donated over 1,200 hectares of land, and contributed 610,000 working days.
Social security activities, the elimination of temporary houses, dilapidated houses, relief, humanitarian and charity activities have also been effectively coordinated by the Fatherland Front at all levels with many creative ways, attracting support from all levels, sectors, businesses and the community. By August 30, 2025, the province had completed the elimination of 2,868 temporary houses, supported the construction and repair of 966 solidarity houses with a total cost of 36,055 billion VND from the "Gratitude and Social Security" Fund and the "For the Poor" Fund.

From the results achieved, it can be seen that the Campaign "All people unite to build new rural areas and civilized urban areas" has truly permeated every rhythm of community life, has a strong influence, promoting the spirit of solidarity and sense of responsibility of each citizen. Thanks to that, the appearance of rural and urban areas has changed significantly, grassroots democracy has been consolidated, security and order have been maintained and more importantly, the belief in the leadership of the Party and the core role of the Fatherland Front has become increasingly solid in the hearts of the people.
This year's National Great Unity Day, with its joyful and warm atmosphere, has become a vivid symbol of the "picture" of solidarity of the People, arousing traditional pride and sense of responsibility, contributing to building a solid foundation for Ninh Binh to continue to innovate, develop comprehensively, richly and civilized.
