Thousands of teachers in Dak Lak have their preferential allowances revoked

Many localities in Dak Lak province have just issued notices to recover the amount of preferential allowances paid to teachers due to previous irregularities. What worries teachers is that the collection period is too short, making them easily fall into difficult situations, even poverty.

Recovered more than 125 billion VND in nearly 8 months

The People's Committee of Krong Nang district, Dak Lak province has just issued a document to 19 kindergartens, primary schools, and secondary schools in the communes of Phu Xuan, Tam Giang, Phu Loc, and Ea Toh, requesting the recovery of a total amount of more than 16 billion VND.

Localities in Dak Lak province announced the withdrawal of improperly spent preferential allowances in a short period of time, causing many teachers to worry.

The recovery was carried out after the Dak Lak Provincial Inspectorate concluded a surprise inspection of the payment of preferential allowances for teachers and issued a decision to recover more than 125 billion VND of incorrect payments.

The Chairman of the People's Committee of Krong Nang district requested schools to recover the payment of preferential allowances for teachers exceeding the prescribed norm from June 2021 to August 2024, an amount of more than 16 billion VND. School principals must develop a recovery plan suitable to the actual situation at the unit, deposit it into the deposit account of the Provincial Inspectorate, and ensure completion before December 20.

Similarly, the People's Committee of Krong Pak district, Dak Lak province, issued a notice to 28 kindergartens, primary schools, and secondary schools in Hoa An, Hoa Tien, Ea Kuang, Ea Kly communes and Phuoc An town requesting the recovery of nearly 22 billion VND.

According to the People's Committee of Krong Pak district, in case the district-level People's Committee ends its activities according to the project to rearrange the organizational apparatus of the political system, the principals of the schools are responsible for continuing to implement the recovery plan to ensure completion before December 31 and report to the responsible unit after the merger (new commune) to continue monitoring and handling according to regulations.

Suggested recovery time equals incorrect payment time

Nguyen Viet Xuan Primary School (Ea Toh Commune, Krong Nang District) must recover more than 2 billion VND. According to teachers' calculations, on average each person must pay nearly 40 million VND within nearly 8 months.

A teacher at Nguyen Viet Xuan Primary School said he was extremely worried when he received a document to withdraw his preferential allowance. According to this teacher, the time period determined to be paid incorrectly was 38 months, so the monthly increase was not much. Meanwhile, according to the withdrawal plan, it must be returned within less than 8 months.

"Both my husband and I are teachers, with a total income of about 30 million VND/month. My family has 2 children in college and 1 child in secondary school, so our income is only enough to cover daily expenses. Now we have to pay about 13 million VND/month, so we don't know how to live, we might even fall into poverty" - this teacher worries.

Similarly, a primary school teacher in Krong Pak district shared that most teachers agreed to return the wrongly spent money. However, this teacher suggested that the recovery plan should have a similar time frame to the time of the wrong payment so that teachers can manage.

This teacher requested that the authorities clarify and strictly handle the responsibilities of individuals and organizations that were negligent and irresponsible in allowing the incident to occur.

"Receiving the document to withdraw the allowance in a short time, many teachers are extremely confused and worried. This not only disrupts their lives but also seriously affects their psychology and teaching" - this teacher was upset.

Previously, Nguoi Lao Dong Newspaper reported many times that on June 4, 2021, the Prime Minister issued Decision 861/QD-TTg approving the list of communes in Region III, Region II, Region I in ethnic minority and mountainous areas for the period 2021 - 2025.

After Decision 861 took effect, many communes, wards and towns in Dak Lak province changed their areas so teachers received lower preferential allowances.

However, many localities and the Department of Education and Training of Dak Lak province "forgot" to update, still applying the old area to pay preferential allowances, leading to payments exceeding the prescribed level.

In addition to district-level units, the Department of Education and Training of Dak Lak province also spent more than 12 billion VND incorrectly.

In mid-April 2025, Dak Lak Provincial Inspectorate announced the conclusion of a surprise inspection on the payment of preferential allowances for teachers in 15 district-level localities and the Department of Education and Training of Dak Lak province.

According to the Dak Lak Provincial Inspectorate, due to not promptly updating Decision 861, 13 units spent more than 125 billion VND in violation of regulations from June 2021 to September 2024.

Dak Lak Provincial Inspectorate requested units to recover all wrongly spent allowances and organize a review of responsibilities.
