Activities of People's Councils at two levels have many innovations.

After the merger, An Giang province has 109 provincial People's Council delegates, including 13 full-time delegates and 96 part-time delegates. The People's Councils of 102 communes, wards and special zones have 7,921 delegates, including 306 full-time delegates and 7,615 part-time delegates. This is a rich and abundant human resource to make the People's Council's activities more practical and effective.

Although the initial period of the merger faced many difficulties and obstacles, the activities of the People's Councils at both levels were still fully organized and implemented in accordance with the law for the proposed programs and plans. The activities of the People's Councils at both levels have had many innovations, demonstrating a sense of responsibility and determination to adapt to the new model.

Accordingly, the People's Councils at 2 levels apply information technology applications to organize meetings and leadership activities. The Provincial People's Council has been implementing paperless meeting rooms, especially the 4th and 5th sessions successfully organized in-person meetings combined with online meetings at Rach Gia, Phu Quoc, and Long Xuyen bridge points.

The preparation work for the session was carried out seriously and in accordance with regulations. The Standing Committee of the People's Council closely coordinated with the People's Committee and the Vietnam Fatherland Front Committee to successfully organize 5 sessions of the Provincial People's Council, 240 sessions of the Commune People's Council, and issued 1,416 resolutions related to socio-economic contents, national defense and security, budget estimates, budget allocation, public investment and socio-economic development.

The People's Councils at 2 levels supervised 111 meetings, the supervision work was implemented synchronously, increasingly in-depth and closely following local realities. The work of meeting voters and receiving citizens was maintained in a disciplined manner, in accordance with regulations; 567 meetings were organized with the participation of 34,929 voters, 3,888 opinions and recommendations were submitted; 248 citizens were received, 156 complaints, denunciations, reflections and recommendations were handled.

Resolutions on applying legal documents so that policies can continue to be implemented without affecting people's rights after the merger; resolutions on projects serving the APEC Summit 2027 contribute to bringing the image of Phu Quoc - An Giang across the border to the international community, creating momentum for future development.

Policy making

At the conference, delegates focused on discussing 7 key groups of issues, from preparing meeting content, examining - supervising - issuing resolutions, to meeting voters, receiving citizens, removing practical difficulties, improving the quality of questioning, ensuring representative policies, and applying information technology in the activities of the People's Council.

Many localities have shown a more proactive and creative spirit in organizing meetings; flexibly and practically implementing supervisions; maintaining regular contact with voters and promptly handling people's opinions and recommendations. Delegates have been more bold in raising issues, honestly and objectively reflecting voters' thoughts and aspirations.

In the context of a lack of human resources, unsynchronized facilities, and new regulations in the process of being completed, the Standing Committees of the People's Councils at both levels still coordinate and harmonize work; persistently overcome difficulties; gradually improve the quality of parliamentary activities and the issuance of resolutions.

Chairman of the People's Council of An Giang province Nguyen Thanh Nhan emphasized that in order for the People's Councils at two levels to truly meet the expectations of voters and the political tasks of the province in the new period, he requested the People's Councils to strongly innovate their parliamentary thinking and the quality of their resolutions. The People's Councils at two levels must truly be the place to create policies, each resolution issued must be based on reality, put the interests of the people at the center and have the ability to forecast the new period of the province after the merger.

The Chairman of the People's Council of An Giang province proposed that the People's Council improve the effectiveness of supervision, focusing on key areas: Land, planning, environment, public investment, social security. Supervision must be "correct, accurate, and thorough".

The election must ensure democracy, objectivity, and compliance with the law, and select the most worthy representatives of the people. In particular, the team of full-time representatives must be truly proficient in professional skills, administrative skills, and professionalism in advisory work.

Comprehensive modernization of the People's Council's activities is the highlight set by the Chairman of the People's Council of An Giang province. Accordingly, it is required to promote digital transformation with paperless meetings, systematize monitoring and survey data, digitize conclusions, apply information technology in contacting voters and monitoring and resolving petitions. Each step must be towards a "transparent - smart - modern" parliament.

At the same time, strengthen coordination within the entire political system, closely coordinate between the People's Council - People's Committee - Fatherland Front, advisory agencies of the Provincial Party Committee and especially grassroots Party committees to ensure synchronization in policy making, implementation and supervision.
