The 18th Provincial People's Council held its 27th session

On the morning of April 9, 2025, under the chairmanship of comrades: Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation; Le Tien Lam, Member of the Provincial Party Committee, Standing Vice Chairman of the Provincial People's Council; Nguyen Quang Hai, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Council; The 27th session of the 18th Provincial People's Council, term 2021-2026 was held to discuss and resolve many important contents.

Attending the meeting were comrades: Nguyen Doan Anh, member of the Party Central Committee, Secretary of the Provincial Party Committee; Do Minh Tuan, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Trinh Tuan Sinh, Deputy Secretary of the Provincial Party Committee; comrades of the Provincial Party Committee Standing Committee; leaders of provincial departments and branches and delegates of the Provincial People's Council.

Permanent Vice Chairman of the Provincial People's Council Le Tien Lam spoke at the meeting.

At the meeting, delegates listened to, discussed and passed 22 reports of the Provincial People's Committee, including:

1. Plan to adjust the development investment capital plan of the central budget for the period 2021-2025 of the National Target Program on new rural construction in Thanh Hoa province.
2. Allocation of central budget development investment capital in 2025 to implement the national target program on new rural construction in Thanh Hoa province (phase 3).
3. Assign and adjust the 2025 provincial-level state budget regular expenditure estimates to agencies and units when implementing the arrangement and organization of the apparatus.
4. Adjusting the medium-term public investment plan of state budget capital for the period 2021-2025 of Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 123/NQ-HDND dated October 11, 2021 (phase 8).
5. Adjusting and supplementing the medium-term public investment plan with central budget support capital and local budget capital from increased revenue and savings in provincial budget expenditures for the period 2021-2025, Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 425/NQ-HDND dated September 29, 2023 (phase 2).
6. Adjusting the state budget public investment plan for 2025 managed by the province (phase 1).
7. Adjusting and supplementing the medium-term public investment plan from the central budget (reserve mobilization capital) for the period 2021-2025 (phase 3); Allocating in detail the medium-term public investment plan from the capital source for increasing revenue and saving provincial budget expenditures for the period 2021-2025, Thanh Hoa province was decided by the Provincial People's Council in Resolution No. 426/NQ-HDND dated September 29, 2023 (phase 5).
8. Adjusting and supplementing the 2025 public investment plan with central budget capital (reserve mobilization capital); capital for increasing revenue and saving provincial budget expenditure in 2024 transferred to implementation in 2025 was decided by the Provincial People's Council in Resolution No. 613/NQ-HDND dated December 14, 2024 (phase 1).
9. Approving the list of works and projects requiring land recovery and conversion of land use purposes for rice cultivation, protective forest land, and production forest land in the province, phase 3, 2025.
10. Abolish Resolution No. 114/2021/NQ-HDND dated July 17, 2021 of the Provincial People's Council regulating the collection of fees for protection and development of rice-growing land in Thanh Hoa province.
11. Abolish Resolution No. 402/NQ-HDND dated April 26, 2021 of the Provincial People's Council on the decision to assign the Provincial People's Committee to decide on adjusting the investment policy of Group C projects for which the Provincial People's Committee has decided on the investment policy according to the provisions of the 2014 Law on Public Investment.
12. Abolish Resolution No. 163/NQ-HDND dated October 11, 2021 of the Provincial People's Council on assigning the Provincial People's Committee to decide on investment policies for a number of small-scale Group C public investment projects and Resolution No. 290/NQ-HDND dated July 13, 2022 of the Provincial People's Council on amending Clause d, Article 2 of Resolution No. 163/NQ-HDND dated October 11, 2021.
13. Approval of the 1/2000 scale construction zoning plan for Luu Binh Industrial Park, Quang Xuong district, Thanh Hoa province.
14. Approval of the 1/2000 scale construction zoning plan for Ha Long Industrial Park, Ha Trung district, Thanh Hoa province.
15. Naming roads and streets in Tho Xuan town, Lam Son town and Sao Vang town, Tho Xuan district, Thanh Hoa province.
16. Naming of streets and roads in Son Lu town, Quan Son district, Thanh Hoa province.
17. Labor day allowance for militia in Thanh Hoa province.
18. Allocation of central budget capital to implement the National Target Program on Sustainable Poverty Reduction in 2025 (phase 1).
19. Policy to support some high-performance sports activities in Thanh Hoa province.
20. Financial spending regime for organizing and participating in competitions, festivals, mass sports tournaments, movements, and communities at all levels of Thanh Hoa province.
21. Adjusting the central budget investment capital plan for the 2021-2025 period; adjusting the list and names of projects under the National Target Program on Socio -Economic Development for Ethnic Minorities and Mountainous Areas for the 2021-2030 period, Phase I: from 2021 to 2025.
22. Regulations on the authority to decide on liquidation of planted forests owned by the entire people under local management.

Chairman of the Provincial People's Committee Do Minh Tuan presented reports at the meeting.

Next, the delegates also listened to the examination reports of the Provincial People's Council Committees on the draft Resolution. Accordingly, the Provincial People's Council Economic - Budget Committee reported on the examination of 14 draft resolutions; the Provincial People's Council Legal Committee reported on the examination of 3 draft resolutions; the Provincial People's Council Cultural - Social Committee reported on the examination of 3 draft resolutions; the Provincial People's Council Ethnic Committee reported on the examination of 2 draft resolutions.

In the spirit of concentration and democracy, after carefully studying the submissions and inspection reports of the Provincial People's Council committees, the delegates of the 18th Provincial People's Council unanimously voted to pass the Resolutions of the session.

Director of the Department of Finance reported at the meeting.

At the meeting, the provincial People's Council delegates voted to remove from the position of Head of the Economic - Budget Committee of the 18th Provincial People's Council, term 2021-2026, delegate Le Quang Hung, Director of the Department of Finance, due to transfer to another job.

Dismissed from the position of member of the Provincial People's Committee, term 2021-2026 due to transfer to other jobs for Mr. Nguyen Van Tu, former Director of the Department of Finance; Le Minh Nghia, former Director of the Department of Planning and Investment; Le Sy Nghiem, former Director of the Department of Natural Resources and Environment; Do Huu Quyet, former Director of the Department of Information and Communications; Phan Le Quang, former Director of the Department of Construction; Tran Van Thuc, former Director of the Department of Education and Training and Mr. Bui Dinh Son, former Director of the Department of Justice, due to retirement to receive social insurance benefits.

Next, the meeting also elected additional members of the 18th Provincial People's Committee for the 2021-2026 term for Mr. Le Quang Hung, Director of the Department of Finance; Mr. Tran Anh Chung, Director of the Department of Industry and Trade; Mr. Trinh Xuan Thuy, Chief Inspector of the province.

Provincial People's Council delegates voted to pass the resolutions of the session.

In his closing speech, Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation affirmed: With high consensus and unity, the Provincial People's Council passed the resolutions at the session. These are issues arising in the process of managing and operating the province's socio-economic development that have been promptly resolved by the Provincial People's Council, for the development of the province. At the same time, it also creates a legal basis for implementing projects in the province.

Comrade Lai The Nguyen, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, Head of the Provincial National Assembly Delegation presented flowers to congratulate the new members of the 18th Provincial People's Committee for the 2021-2026 term.

He suggested that after the meeting, the Provincial People's Committee direct specialized agencies to implement the resolutions approved by the Provincial People's Council, so that the resolutions can soon come into life and be effectively implemented. Regarding the National Target Programs, the Provincial People's Committee needs to focus on directing the acceleration of the implementation of national target programs, completing the disbursement plan for capital to implement the programs; at the same time, strengthen inspection and supervision of the implementation of the programs, in order to promptly remove difficulties and obstacles, aiming for practical, in-depth, effective and sustainable development goals.

On the other hand, it is necessary to prepare legal procedures to change investors of public investment projects when the district-level government ends its operations, and reorganize communes and wards in accordance with Resolution No. 18-NQ/TW of the Party Central Committee so that projects can be implemented continuously without interruption.
