- On the morning of April 28, the Provincial People's Council, term XVII, 2021 - 2026, held its thirty-sixth session (special session) to resolve a number of important contents.
Comrade Doan Thi Hau, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council and Comrade Dinh Huu Hoc, Vice Chairman of the Provincial People's Council co-chaired the meeting.
Attending the meeting were comrades: Ho Tien Thieu, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Duong Xuan Huyen, Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee; leaders of the Provincial People's Committee, the Provincial National Assembly Delegation; leaders of provincial departments, branches and sectors and delegates of the Provincial People's Council.
In the program, the meeting listened to the professional agencies of the Provincial People's Committee present draft resolutions of the Provincial People's Council and the inspection reports of the Provincial People's Council committees on the following issues: approving the policy of arranging commune-level administrative units of the province in 2025; abolishing some contents of Resolution No. 01/2025/NQ-HDND dated February 18, 2025 of the Provincial People's Council regulating support policies for cadres, civil servants, public employees, and workers who quit their jobs during the process of arranging the organizational apparatus; commune-level cadres, civil servants, and non-professional workers at the commune level who are redundant due to the arrangement of commune-level administrative units; commune-level cadres and civil servants who have not yet achieved the training level according to professional and technical standards; non-professional workers, people directly participating in activities in villages and residential groups who are redundant due to the arrangement of villages and residential groups in the province; Decision to adjust the total number of employees receiving salaries from the State budget in public service units that have not yet covered their regular expenses in the province in 2025.
At the same time, delegates listened to the presentation of the draft resolution of the Provincial People's Council and the inspection reports of the Provincial People's Council committees on the following issues: allocation of the State budget expenditure estimates for agencies, units of the provincial bloc and districts and cities to implement the National Target Program on Sustainable Poverty Reduction in 2025; regulations on collection levels, collection, payment, management and use of fees for using infrastructure works, service works, and public utilities in border gate areas in the province; adjustment of the investment policy for the Huu Nghi - Chi Lang border gate expressway project under the BOT form; regulations on policies to support the application of research results from science and technology tasks in the province; regulations on the authority to decide on investment and procurement of information technology application activities using regular expenditure funds from the State budget under the management of the province; Decision on the policy of changing the purpose of forest use to another purpose to implement the Resettlement Area project serving the investment project to build the Dong Dang (Lang Son) - Tra Linh (Cao Bang) expressway under the form of public-private partnership (PPP) phase 1, in Van Lang district (Lang Son).
The session carried out the procedure to dismiss two jurors of the Provincial People's Court for the 2021-2026 term.
After listening to presentations and audit reports, the provincial People's Council delegates discussed, agreed and voted to pass 11 resolutions. These included 3 resolutions on policy mechanisms; 3 resolutions on budget finance, forest use purpose conversion; 3 resolutions on administrative unit arrangement, number of staff and project adjustment; 2 resolutions on personnel work.
Speaking at the conclusion of the meeting, the Standing Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council requested that immediately after the meeting, the Provincial People's Committee, departments, branches and localities, according to their assigned functions and tasks, focus on resolutely and synchronously implementing the resolutions of the Provincial People's Council that have just been issued.
In which, urgently complete the project dossier on rearranging and reorganizing commune-level administrative units and send it to the Ministry of Home Affairs to ensure compliance with regulations; reorganize commune-level administrative units to ensure synchronization, unity, smoothness and efficiency, and not let the rearrangement of the apparatus disrupt the operations of agencies, people and businesses; complete the procedures for adjusting the expressway project to ensure compliance with the authority and provisions of law; urgently allocate funds to implement the National Target Program on Sustainable Poverty Reduction in 2025; issue instructions for implementing the resolution of the Provincial People's Council stipulating policies to support the application of research results from science and technology tasks in the province; continue to resolutely and effectively implement the resolution of the Provincial Party Committee and Provincial People's Council on economic growth in 2025 from 8 - 9%; Speed up progress and effectively implement the Program to support the elimination of temporary and dilapidated houses for households with revolutionary contributions, policy families, poor households, near-poor households, and people affected by natural disasters and climate change in the province.
He requested that the committees of the Provincial People's Council closely coordinate with the Department of Justice to review the resolutions issued by the Provincial People's Council related to the arrangement and reorganization of commune-level administrative units, propose recommendations to the Standing Committee of the Provincial People's Council and the Provincial People's Committee to promptly develop new ones, amend and supplement them to ensure that they are suitable to the practical situation of the locality after the arrangement of the apparatus and legal regulations; enhance the spirit and responsibility in monitoring and supervising the implementation of the resolutions issued by the Provincial People's Council; opinions and recommendations of voters, recommendations after inspection and supervision; coordinate to carefully prepare the contents to be submitted to the regular mid-year meeting of the Provincial People's Council.
He requested all levels, sectors, and provincial People's Council delegates to promote a high sense of responsibility, focus on leadership and direction with the highest determination to complete the goals and tasks of 2025.
Eleven resolutions were passed by the Provincial People's Council at the thirty-sixth session, including : * Group I: on policy mechanisms (3 resolutions)
* Group II: on budget finance; changing forest use purposes (3 resolutions)
* Group III: on administrative unit arrangement, number of staff and project adjustment (3 resolutions)
* Group IV: on personnel (2 resolutions) 1.
