Revealing investment plan for urban traffic axis Ho Chi Minh City - Long An - Tien Giang
The urban traffic axis of Ho Chi Minh City - Long An - Tien Giang connects Ho Chi Minh City with the Mekong Delta region, planned as National Highway 50B with a length of about 55 km, scale of a grade III road, 6 lanes.

The Ministry of Transport has just sent a document to the People's Committees of the provinces of Tien Giang, Long An, and Ho Chi Minh City, requesting their opinions on the draft report to the Prime Minister on the investment plan for the Ho Chi Minh City - Long An - Tien Giang urban transport axis project.
Specifically, the Ministry of Transport requested the People's Committees of Tien Giang, Long An and Ho Chi Minh City to provide comments on the draft proposal for the project's investment implementation plan and send it to the Ministry of Transport before September 12, 2024 for coordination and completion of the investment plan before reporting to the Prime Minister.
Previously, in Notice No. 163/TB-VPCP dated April 15, 2024 of the Government Office, Prime Minister Pham Minh Chinh assigned the Ministry of Transport to preside over and coordinate with the People's Committees of Tien Giang, Long An and Ho Chi Minh City to agree on the implementation plan of the Ho Chi Minh City - Long An - Tien Giang urban transport axis project. On that basis, the Ministry of Planning and Investment was assigned to preside over and coordinate with the Ministries of Finance, Transport and relevant ministries and agencies to study and consider supporting investment capital for the Project according to regulations, report to competent authorities for consideration and decision in the second quarter of 2024.
In the draft report to the Prime Minister, the Ministry of Transport said it agreed on the necessity of investing in the Project as proposed to the People's Committees of Tien Giang, Long An and Ho Chi Minh City provinces and will closely coordinate in the next implementation process.
For the route through Ho Chi Minh City, the Ministry of Transport proposed to assign the Ho Chi Minh City People's Committee to preside over the research and complete relevant procedures to implement the investment immediately after the Ho Chi Minh City Planning Project for the period 2021 - 2030, with a vision to 2050 and the project to adjust the Ho Chi Minh City Master Plan to 2040, with a vision to 2060 are approved.
For the route section passing through Long An and Tien Giang provinces, the Ministry of Transport recommends assigning the People's Committees of Long An and Tien Giang provinces to preside over detailed research on investment options; analyze and select appropriate investment forms; clarify the capital sources and capital structure allocated to the project to organize the preparation and submission to competent authorities for consideration and approval of investment policies for projects according to regulations.
In case of need for support from the central budget, it is recommended to complete the reporting dossier to the Ministry of Planning and Investment and the Ministry of Finance for synthesis and submission to competent authorities for consideration and decision.
It is known that the urban traffic axis of Ho Chi Minh City - Long An - Tien Giang is a route connecting Ho Chi Minh City with the Mekong Delta, connecting inter-provincial areas, planned to pass through socio-economic centers, major transportation hubs, industrial parks, promoting trade exchanges and creating development conditions for localities in the region.
The route coincides with and is planned as National Highway 50B, about 55 km long, with a scale of a grade III road and 6 lanes.
Since 2018, localities with routes passing through have proactively discussed and agreed to mobilize investment capital for the Ho Chi Minh City - Long An - Tien Giang urban transport axis project and proposed many forms of investment such as calling for investment in the form of PPP, BT contract type; proposed investment from local budget, support from the central budget and prepared a pre-feasibility study report in the form of PPP.
However, up to now, only 3 large bridges and about 10.8 km of access roads in Long An province have determined the form of investment.
Therefore, it is extremely necessary to conduct a comprehensive study to propose a suitable investment plan for the Ho Chi Minh City - Long An - Tien Giang urban transport axis, creating favorable conditions for the next implementation process.
Regarding the scale and main technical standards, the draft report of the Ministry of Transport stated that to ensure consistency across the entire route with the project of 3 bridges on DT.827E (bridges over Can Giuoc River, Dong Vam Co River, Tay Vam Co River) using Korean ODA loans, the Prime Minister approved the project proposal and proposals of localities, recommending consideration of investment with 2 types of cross-sections to ensure the scale of 6 lanes.
Accordingly, the section through the urban area according to the urban main road standard has a roadbed width of 40m, road surface width of 22.5m; the normal section according to the grade III road standard has a roadbed width of 30.5m, road surface width of 22.5m.
For routes with local planning larger than the above scale, the Ministry of Transport recommends that localities proactively implement according to the provisions of Decision No. 1454/QD-TTg dated September 1, 2021 of the Prime Minister (for routes passing through provincial planning areas with larger scale, to ensure consistency between plans, central budget capital is invested according to this plan, local budget capital is invested in the expansion according to local planning).
The preliminary total investment for the entire Ho Chi Minh City - Long An - Tien Giang urban traffic axis project is about 25,203 billion VND, the capital source has been identified at 7,837.718 billion VND, and it is necessary to continue to balance about 17,365 billion VND.
Of which, the section through Ho Chi Minh City is 5.8 km long, with a preliminary total investment of about VND 5,475 billion, of which site clearance costs are about VND 2,755 billion; implementation costs are about VND 2,721 billion.
The section through Long An province is 35.6 km long, with a preliminary total investment of about 12,557 billion VND, of which 4,797.718 billion VND has been balanced to invest in the 3-bridge project on DT.827E from Korean ODA loans; 3,040 billion VND has been balanced to invest in 10.58 km of approach roads and carry out site clearance for 3 bridges and approach roads from Long An province's budget; about 4,719 billion VND has not been balanced for the investment of the remaining 19.4 km, of which site clearance costs are about 1,923 billion VND; implementation costs are about 2,796 billion VND.
The section through Tien Giang province is 14 km long, with a preliminary total investment of about 7,170 billion VND, of which the cost of site clearance is about 3,105 billion VND; the cost of implementing the main route is about 2,168 billion VND; the cost of implementing the parallel road is about 1,898 billion VND.
