At the same time, the Ho Chi Minh City Police Department issued a decision to temporarily detain Luong Bang Quang and Le Sy Cuong.

Before getting into trouble with the law, Ngan 98 and Luong Bang Quang built a business ecosystem, earning hundreds of billions of dong in 2023-2024.

Selling weight loss products, earning hundreds of billions of dong

Looking back at the “money printing machine” behind Ngan 98 and Luong Bang Quang, first is ZuBu Trading and Service Company Limited. This is the enterprise that plays a central role in the investigation of the Production and Trade of Counterfeit Food Products of Ngan 98.

According to information from the investigation agency, Ngan 98 is not the legal representative or the name on the business documents but is the actual operator and main beneficiary of ZuBu company. Also from the investigation results, ZuBu is the unit used to distribute weight loss products such as Super Detox X3, X7, X1000 and an unlicensed "Collagen vegetable pill". This activity is said to have brought in hundreds of billions of VND in revenue in the period of 2023 - 2024 alone.

According to information from the National Business Registration Portal, ZuBu was established in May 2021 with an initial charter capital of 200 million VND and Ngan 98's biological mother is the Director and legal representative.

In October 2022, this enterprise increased its charter capital to 3 billion VND. Also during its operation, ZuBu continuously changed its legal representative and owner.

In 2025, as soon as the Ho Chi Minh City Department of Food Safety inspected and verified the production, business, and advertising activities of a number of weight loss products advertised by Ngan 98; in September, the business owner, Director, and legal representative of ZuBu Company changed to Ms. Tran Thi Ngoc Bich (born in 1986).

As for Ngan 98 Trading and Service Company Limited. According to information from the National Business Registration Portal, this company was established in October 2023, with its main business line being Food Wholesale.

Initially, the company was owned by Ngan 98 with a charter capital of 1 billion VND. In 2024, the position of director and legal representative of this company has continuously changed. Currently, this enterprise is in a state of temporary suspension of business.

Changes in businesses related to Luong Bang Quang

As for Luong Bang Quang - who was just prosecuted and temporarily detained on October 23, Ngan 98's husband is also the owner and major shareholder of 2 businesses with capital of tens of billions of dong.

According to information from the National Business Registration Portal, Luong Bang Quang established Luong Bang Quang Joint Stock Company in January 2016. The company's main business line is Creative, artistic and entertainment activities.

In April 2016, this enterprise changed its business form to Luong Bang Quang Company Limited. By March 2025, this enterprise increased its capital to 10.2 billion VND, the capital contribution ratio was not disclosed.

According to updates on the Tax Department's website, this company is currently not operating at the registered address.

The second company related to Luong Bang Quang is Sugar Group Services Company Limited, which operates mainly in the field of short-term accommodation services. This enterprise was co-founded by Luong Bang Quang and Ma Tuan Vu - who was the former director of Ngan 98's company - in February 2024.

At the time of its establishment, Sugar Group had a charter capital of 3 billion VND with 2 shareholders contributing capital. After that, the charter capital, ratio and role of Luong Bang Quang changed many times. By May 2025, this enterprise increased its charter capital to 55 billion VND...

According to the latest update on the Tax Department's website, Sugar Group has 1 head office and 4 branches. Of which, only the head office and 1 branch in Da Lat ( Lam Dong ) are still operating, the remaining branches have stopped operating.
