On the morning of October 23, the Executive Committee of the 17th Hanoi Party Committee held its 19th Conference, reviewing many important contents. Politburo member and Secretary of the Hanoi Party Committee Bui Thi Minh Hoai chaired the Conference.

Completing the Draft Political Report to be submitted to the 18th Congress of the Hanoi Party Committee

At the Conference, Member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee Nguyen Doan Toan presented the Report of the Standing Committee of the City Party Committee on the first draft of the Political Report of the Executive Committee of the 17th City Party Committee to be submitted to the 18th City Party Congress.

In the Submission, the Standing Committee of the City Party Committee reported and asked for the opinion of the City Party Executive Committee on the first draft of the Political Report to be submitted to the 18th City Party Congress, including: receiving and perfecting the theme and motto of the 18th City Party Congress; the process of building the first draft of the Political Report.

At the same time, the Standing Committee of the City Party Committee also asked for opinions from the City Party Executive Committee on some main contents of the first draft of the Political Report, including: Assessment of the world , regional, domestic and city situations (past 5 years and forecasts for the coming time); Assessment of results and limitations in implementing the Resolution of the 17th City Party Congress. Asking for opinions on the general goals of Hanoi Capital by 2030, with a vision to 2045; on the city's main targets by 2030; on the main tasks and breakthroughs of the 2025-2030 term; on key solutions in the 5-year period of 2025-2030...

Moderating the discussion, Chairman of the Hanoi People's Committee Tran Sy Thanh suggested a number of contents related to promoting decentralization, delegation of authority, and clearing institutional bottlenecks to complete the first draft of the Political Report of the 17th City Party Executive Committee to be submitted to the 18th City Party Congress.

Improve people's quality of life

Giving his opinion at the conference on the first draft of the Political Report of the 17th Party Executive Committee of the City submitted to the 18th Party Congress of the City, Secretary of Hai Ba Trung District Party Committee Nguyen Van Nam said that Hanoi has developed the Draft Report in favorable conditions when Resolution No. 15-NQ/TW dated May 5, 2022 of the Politburo on the direction and tasks of developing the capital city of Hanoi to 2030, with a vision to 2045, is a favorable orientation for the development of the capital in the coming time. In addition, the Capital Planning, adjustment of the general planning of the capital city, and the Capital Law 2024 have many provisions guiding the next term.

The Secretary of Hai Ba Trung District Party Committee proposed that the draft Political Report should emphasize the content that the Hanoi Party Committee and Party committees at all levels should regularly innovate leadership methods, innovate management styles towards the grassroots, strengthen decentralization, promote exemplary leadership; the initiative and participation of the political system, the people, the business community... are most clearly demonstrated when facing difficulties.

Commenting on the Red River planning issue in the first draft of the Political Report, Hoan Kiem District Party Secretary Vu Dang Dinh stated that one of the key tasks of the next term is to focus on completing and implementing the planning of areas outside the Red River and Duong River dykes in the spirit of improving the living environment, rebuilding and beautifying urban areas, aiming to improve people's lives. If we can focus on doing this in the next term, this will certainly be a breakthrough in urban development.

The Secretary of the Hoan Kiem District Party Committee also emphasized the importance of environmental protection to improve people's quality of life and hoped that in the process of urban planning and development, the city would pay more attention to environmental issues.

Tay Ho District Party Secretary Le Thi Thu Hang expressed her hope that the indicators in the draft Political Report will be completed soon, thereby helping districts, towns and cities have a basis to build socio-economic development indicators suitable for localities.

Son Tay City Party Secretary Tran Anh Tuan proposed adding indicators on restoration and embellishment, forming specific cultural industrial products (real scenes, 3D mapping, etc.), from which, we can benefit from this cultural potential. In addition, research on indicators to attract labor force for the cultural industry.

Regarding environmental issues, the Son Tay City Party Secretary proposed to study and supplement some environmental indicators, specifically reducing personal vehicles, replacing gasoline engines with electric engines, etc. Regarding the development of high-performance sports and mass sports, the Son Tay City Party Secretary proposed to bring professional sports into schools to have resources for high-performance sports.

Secretary of Dong Anh District Party Committee Le Trung Kien expressed his satisfaction with the phrases “Integration courage”, “Innovation”, “Development breakthrough” mentioned in the draft Political Report. At the same time, he proposed to include urgent demands of life in the draft, which are environmental protection in parallel with economic development, attention to human factors, especially health; focusing on building key work programs, breakthroughs and paying attention to developing underground spaces.

In her concluding remarks at the Conference, regarding the first draft of the Political Report to be submitted to the 18th Congress of the City Party Committee, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai said that, based on the lively discussions of the delegates attending the Conference, the City Party Committee highly appreciated the responsibility of the Document Subcommittee and the Standing Committee of the City Party Committee in preparing the draft Political Report to be submitted to this Conference.

According to the Secretary of the City Party Committee, the Draft Political Report was carefully and seriously prepared, closely following the detailed outline approved by the City Party Executive Committee at the 18th Conference and inheriting the report construction method of the previous term; basically agreeing with the structure and layout of the draft report; agreeing on the assessment and evaluation of the results achieved and summarizing and generalizing the major achievements of the City in the past term, and at the same time proposing to continue updating the results of 2024 and 2025 in the following drafts.

The main goals, targets, tasks, breakthroughs and 5 key groups of solutions in the 2025-2030 period also closely follow the development orientation of the Capital according to Resolution 15-NQ/TW and Conclusion 80-KL/TW of the Politburo, the Law on the Capital, 2 Planning of the Capital and related documents.

The delegates also requested the Standing Committee of the City Party Committee and the Document Subcommittee to continue to research, analyze, and deeply evaluate the existing problems and limitations, especially the "bottlenecks" in the development process of the Capital, on that basis, propose breakthrough and feasible solutions to carry out tasks in the coming time...
