The effectiveness of the digital transformation "revolution" in Ha Tinh: Part 1: Step by step realizing the goal of "every citizen is a digital citizen"

From the "Digital Literacy for All" movement spreading throughout localities to the popularization of digital skills for all classes of people, Ha Tinh is gradually realizing the goal of "every citizen is a digital citizen", making administrative reform (AR) and digital transformation (DCT) a solid foundation in building a serving government.

"Go to every alley, knock on every door, guide every person"

Implementing Resolution 57-NQ/TW and Project 06 of the Government, Ha Tinh has issued a synchronous implementation plan, associated with the professional tasks of each department, branch and locality. The province identified the implementation of Project 06 as an important political task serving digital transformation, helping people and businesses enjoy the benefits that the National Database on Population, electronic identification and authentication application (VNeID) brings.

The Provincial Police, as the standing agency of the Project 06 Provincial Working Group, regularly monitors, urges, and actively advises the Provincial People's Committee to direct departments, branches, and localities to implement; maintains the operation of executive groups throughout the province to villages and hamlets.

In early 2025, the Provincial People's Committee launched the movement "Digital literacy" associated with "Digital learning", opening a new phase in the administrative reform process and popularizing digital skills for people.

After implementing the 2-level local government model, Cam Xuyen is the pioneer locality to organize the launching ceremony of "Digital Education for the People". In a short time, the commune organized 3 training courses to villages and hamlets, attracting more than 500 people to participate. Mr. Nguyen Van Chien, Vice Chairman of the Commune People's Committee, said: "With the motto "Go to every alley, knock on every door, guide every person", we focus on training practical skills for people, helping them register for online public services and look up information on digital platforms. In the coming time, the commune will develop models of digital schools, digital villages, digital families, digital markets, and digital rural areas to spread the movement more strongly".

Mr. Nguyen Xuan Trung (55 years old, living in Cam Xuyen commune) shared: “Previously, I had to go to the electricity company and the clean water company to pay for electricity and water. Now I am instructed to pay by phone, I only need a few steps to finish. It is very convenient and saves time”.

Thanks to the “hand-holding” sessions, people now know how to submit applications online, register birth certificates, land books, and pay electricity bills right on their phones. Things that were once strange have now become familiar, convenient, and transparent.

Many creative models, good ways of doing things

In the above work, as a vanguard force, Ha Tinh Provincial Youth Union plays an important role. Since March 2025, the whole province has established more than 210 youth teams "Digital Education for the People" with nearly 3,000 members, who are Youth Union officials and young people with knowledge of technology and the ability to guide the community.

Ms. Nguyen Ny Huong, Secretary of the Provincial Youth Union, said that the teams have gone to households, especially in remote areas, to popularize digital skills. The youth also guided people to use online public services, participate in e-commerce platforms, make cashless payments, etc. From these efforts, the models of "Cashless Payment Street" and "Digital Residential Area" are gradually becoming a reality in many localities.

Regarding the education sector, the leader of the Department of Education and Training said that with more than 370,000 students and 21,000 teachers, the education sector has completed 100% of the digital database from kindergarten to university; deployed electronic transcripts, online graduation exam records, creating transparency in management. These results not only promote administrative reform in the education sector, but also form the habit of using digital services early for students, the future generation of digital citizens.

In the health sector, Ha Tinh is one of the localities that reached the early finish line in deploying electronic medical records (EMR), before the deadline of September 30, 2025. Currently, the whole province has completed the operation of EMR at 23/23 public and non-public medical examination and treatment facilities with beds. In the coming time, the Ha Tinh health sector will continue to improve management software, connect the national health database, towards the goal of building a smart, synchronous and modern health ecosystem, where patient data is connected, shared safely and effectively, serving people better and better.

Lieutenant Colonel Pham Thanh Tram, Chief of Staff (Ha Tinh Police) said: After 3 years of implementing Project 06, Ha Tinh is considered one of the localities with good practices, leaving its mark, creating an important premise in the digital revolution.

Specifically, Ha Tinh is one of 15 provinces and cities that the Prime Minister assessed as having good practices in implementing Project 06 at the 1-year review conference to remove "bottlenecks" regarding Project 06. The province has issued personal identification codes to 100% of citizens in the province (more than 1.6 million); issued and returned full citizen identification cards/ID cards (CCCD/CC) to 100% of eligible citizens in the area with more than 1.1 million cards; is the locality ranked 2nd nationwide in terms of the rate of completion of receiving applications for CCCD/CC cards; ranked 4th nationwide in terms of the rate of activating electronic identification accounts for citizens.


Mr. Dang Van Duc, Head of the Department of Digital Transformation, Department of Science and Technology, said that the dissemination of digital skills does not stop at propaganda but has been deployed to each agency, unit, and locality. In the first phase, many units such as the Department of Science and Technology, Department of Home Affairs, Department of Agriculture and Environment, Department of Culture, Sports and Tourism, Provincial Police... have achieved 100% of staff completing the course.
Currently, Ha Tinh has 612 IT staff, 236 specialized staff in digital transformation, 4G mobile network covers 99% of residential areas and internet connection to 100% of commune centers. Technical infrastructure is increasingly synchronized, with more than 21,000km of fiber optic cable, 3,295 BTS stations, and 68 digital platforms and databases, of which 28 shared platforms of the province have been connected to the national database.
