Dong Nai: Promoting digital transformation in the operations of Party agencies and organizations

In the 2025-2030 term, the Party Committee of Dong Nai Provincial Party Committee identified one of three breakthrough areas including enhancing the application of information technology, promoting digital transformation in the operations of Party committees and Party organizations, ensuring synchronization, modernity, and effectively serving the leadership, management, operation and Party activities.

According to the Office of the Dong Nai Provincial Party Committee, implementing many important policies of the Party, especially Decision No. 204-QD/TW dated November 29, 2024 of the Secretariat approving the Digital Transformation Project in Party agencies, the Standing Committee of the Dong Nai Provincial Party Committee issued Plan No. 464-KH/TU on the overall implementation of the Digital Transformation Project in Party agencies of Dong Nai province.

Accordingly, for digital infrastructure, by 2025, complete the upgrading of the Provincial Party Committee's Data Integration Center located at the Provincial Party Committee Office; apply and deploy system services, commercial software, platform software such as: virtualization, centralized user management, email, digital certificates, electronic authentication, services for mobile networks... transferred by the Central Government; 100% of cadres in Party agencies with the authority to sign documents of agencies and units are equipped with digital signatures.

By 2026, connect the Party's wide-area information network via a dedicated digital data transmission network with high bandwidth and speed, connecting Party agencies from the provincial to communal level; connecting with state agencies, the Vietnam Fatherland Front and socio- political organizations.

By 2027, ensure the Party's wide-area information connection infrastructure via a modern, synchronous specialized data transmission network to deploy information systems and professional software for Party agencies with high computing efficiency. By 2028, 100% of Party agencies at the commune level will be equipped with modern, synchronous equipment, meeting usage requirements, ensuring information safety and security...

Digital transformation is being promoted by Dong Nai province in Party agencies and Party organizations.

In recent times, under the strong direction of the Central and Provincial Party Committees, digital transformation work in Party agencies of Dong Nai province has achieved important results, creating a solid foundation for the new period.

Specifically, the Provincial Party Committee's Data Integration Center has been put into use with full equipment such as: server, firewall, software for sending and receiving documents and network system according to the instructions of the Central Party Office.

The Party's wide area network and the internet are completely physically separated to ensure security. Internet connections at Party committees at all levels have met work needs well with large bandwidth.

Has been synchronously connected from the Central to the province and to 100% of the provincial Party Committees according to the model guided by the Central Party Office and the Government Cipher Committee. At the same time, the Operation Management software has been implemented, becoming the "bloodline" of information, connecting all levels, ensuring that 100% of incoming and outgoing documents are processed in the network environment.

Dong Nai has organized many paperless meetings.

In addition, the Provincial Party Committee Office has coordinated with the Department of Digital Transformation - Cryptography, the Central Party Office and Viettel Dong Nai to deploy installation and provide instructions for 100% of Party agencies and provincial Party committees on digital transformation. Thereby contributing to improving the effectiveness of advisory and direction work; reducing paper documents.

Dong Nai province has also implemented a paperless meeting system. Up to now, the Provincial Party Committee Office has created 1,458 user accounts for members of the Provincial Party Committee; leaders of departments, branches and sectors; standing committees of the Party Committees of communes and wards and officials and civil servants of the Provincial Party Committee Office to prepare for the implementation of paperless meeting rooms in the whole province in the coming time...

According to the Organizing Committee of Dong Nai Provincial Party Committee, implementing digital transformation, the unit is effectively managing and using online conference software with the Central Organizing Committee; implementing the 3.0 party member database software; implementing the application of the electronic party member handbook...

After the merger, the new Dong Nai Provincial Party Committee now has more than 131,000 party members. Standardizing data to synchronously deploy the electronic Party Member Handbook application is a great effort of the Provincial Party Committee's Organizing Committee, creating an effective channel for Party activities, resolution study and two-way interaction for each party member in the Provincial Party Committee.
