In recent times, the work of handling administrative procedures in Lap Vo commune has had many positive changes, which have been recognized and highly appreciated by the people. The One-Stop Department and the Commune Administrative Service Center regularly receive and promptly handle administrative procedures under their authority, ensuring compliance with regulations.

However, in reality, there are still people (especially the elderly, the disabled, social protection beneficiaries, people living far from the commune administrative center...) in hamlets in Lap Vo commune who do not have the conditions to go to the Public Administration Service Center to do necessary administrative procedures. Or, some people are not knowledgeable about information technology, do not have the conditions to access online public services; the rate of social assistance beneficiaries opening accounts to receive payments through banks is still low (mostly still receiving cash)...
Faced with this situation, since October 2025, the People's Committee of Lap Vo commune has launched a pilot model of "Support for submitting online documents on the National Public Service Portal at hamlet offices" (abbreviated as the model) in 6/23 hamlets of the commune. After 1 month of operation, the model has received many positive responses from the people. Since October, the model has received more than 200 administrative records and procedures of all kinds.
Ms. Nguyen Thi Thuy Hang, resident of Vinh Binh A hamlet, Lap Vo commune, came to the hamlet headquarters to make a citizen identification card for her child. Ms. Hang shared: “Thanks to the support of the hamlet staff, I learned how to carry out the procedures. When I arrived, I was also informed about many other necessary procedures. Thanks to the enthusiastic guidance, the work was done quickly.”
In addition, the youth union members of the hamlets implementing the model also came out to support people in accessing the administrative procedure system. This helps people easily look up information and carry out procedures quickly and neatly. Ms. Le Ngoc Phuong, residing in Vinh Phu hamlet, Lap Vo commune, said: "The elderly face many difficulties when doing procedures. However, when I came to the hamlet office, I was enthusiastically supported by the children, so the procedures were resolved quickly, saving a lot of time."
According to the People's Committee of Lap Vo commune, the pilot model of "Support for online application submission on the National Public Service Portal at hamlet offices" in 6/23 hamlets in the commune is a clear demonstration of the positive changes in administrative reform at the grassroots level. This model not only solves the practical difficulties and limitations of geographical distance and information technology barriers, but also demonstrates the spirit of "Serving Government - Friendly Administration, close to the people, for the people" of the staff and civil servants.
Ms. Huynh Kim Xuyen, Deputy Head of the Vinh Phu Hamlet Community Digital Technology Team, said: “In the beginning, the implementation of the model “Support for online application submission on the National Public Service Portal at the hamlet office” faced many difficulties due to limited physical facilities. However, the members of the Team still tried to overcome them, taking turns organizing support shifts; at the same time, using available equipment and machinery… all for the biggest goal of supporting people in handling administrative procedures, minimizing the need to travel far.”
Mr. Diep Van Linh, Deputy Director of Lap Vo Commune Public Administration Service Center, said: "The model of "Supporting online application submission on the National Public Service Portal at the hamlet office" clearly demonstrates professionalism and proficiency in the process on the electronic system; enhances transparency, reduces waiting time, and brings convenience and clear satisfaction to people in handling administrative procedures.
“Members implementing the model include comrades in the Community Digital Technology Team. Through reception, the majority of people were excited when performing simple and quick administrative procedures, contributing to reducing costs and time; reducing pressure on the Commune Administrative Service Center.
In the coming time, the locality will review the difficulties and make assessments to maintain and replicate the model in the commune. This will contribute to improving the satisfaction index of organizations and individuals with state administrative agencies..." - Mr. Diep Van Linh added.
