Supporting commune-level officials in charge of education is an urgent task.

After 1 month of operating the two-level government, the Ministry of Education and Training conducted a quick survey on the working situation of civil servants assigned to work at the commune-level cultural and social departments assigned to be in charge of the education sector.

The survey of 1,000 civil servants showed that nearly 700 people had worked at the Department of Education and Training or had been trained in pedagogy and education; the rest had been trained in other fields and had no experience in education.

Notably, in some localities, only 20%-30% of commune-level education officials have professional qualifications or experience in the education sector.

Based on the results of this survey, the Department of Teachers and Educational Managers ( Ministry of Education and Training ) proposed a solution to research a mechanism to allow the conscription of teachers.

This solution allows the People's Committee at the commune level to temporarily mobilize experienced managers or key teachers from local schools to support professional work for the Department of Culture and Society .

Regarding long-term solutions, the Department of Teachers and Educational Managers proposed to research and pilot new management models. For example, establishing a model of “inter-commune school clusters”, a specialized “region” or “cluster” on education, responsible for a group of 3 to 5 neighboring communes. This agency will be under the Department of Education and Training in terms of expertise, with a staff of 5-6 people who are experts in different levels of education and management fields.

According to the leader of the Ministry of Education and Training, focusing on supporting commune-level civil servants in educational activities is one of the key and urgent tasks before the new school year 2025-2026.

The Ministry is reviewing and grasping the implementation of the two-level government apparatus related to education to promptly propose practical and effective solutions; at the same time, it is requesting that the departments of education and training take the initiative within their authority to organize training for the team of commune-level education civil servants.
