On August 4, Prime Minister Pham Minh Chinh, Head of the National Steering Committee for Semiconductor Industry Development (SPC), chaired the second meeting of the SPC to set out tasks to promote the development of the semiconductor industry in the coming time.

Reports and opinions at the evaluation conference, tasks according to the decisions and conclusions of the Government and Prime Minister on the development of the semiconductor industry have been deployed and completed on schedule by ministries, branches and localities.

In particular, human resources are being developed to ensure that by 2030 there will be at least 50,000 semiconductor engineers. Human resources working in the industry include about 7,000 engineers working in chip design enterprises; about 6,000 engineers and 10,000 technicians working in chip packaging, testing and semiconductor material and equipment manufacturing enterprises; the semiconductor industry innovation network gathers more than 100 Vietnamese experts around the world.

Regarding training and human resource development, training program standards on semiconductors have been issued, 166 higher education institutions have semiconductor training majors; there are over 6,300 university students studying semiconductor majors and over 12,000 university students studying related majors.

Regarding infrastructure development, CT Group has started construction on an expansion of a chip factory owned and operated by Vietnamese people, aiming to produce 100 million chips per year by 2027.

R&D ecosystems and international-standard cleanroom systems are being built and expanded in major cities, such as SHTP Labs in Ho Chi Minh City High-Tech Park (investment capital of VND300 billion), and laboratories at Hanoi National University (USD5 million).

Regarding FDI attraction and domestic enterprise development, Vietnam currently has about 170 FDI projects in the semiconductor and high-tech sectors, with a total registered capital of nearly 11.6 billion USD, including large-scale projects such as Intel (4.1 billion USD), Amkor (1.6 billion USD) and Hana Micron (673 million USD).

In the field of chip design, there are nearly 50 foreign corporations (USA, Japan, Korea...) and more than 10 domestic enterprises (Viettel, FPT, CMC...). In the field of packaging and testing, there are 14 foreign enterprises and 1 domestic enterprise. In the field of supporting the semiconductor industry, there are 15 foreign enterprises.

Regarding international cooperation, Vietnam was selected as one of about 10 countries and economies to cooperate with the Global Semiconductor Association to organize the world's largest semiconductor event series (SEMICON)...

However, the development of the semiconductor sector still faces difficulties and challenges such as the huge demand for investment capital for the semiconductor sector (average 10 - 20 billion USD/project), special incentive mechanisms and policies to support investment, encourage all organizations and individuals to participate in this sector have just been issued and need time to be effective...

In his concluding remarks, Prime Minister Pham Minh Chinh emphasized that this is an important field and link in the 4th industrial revolution, especially the development of artificial intelligence. This is a field with a fast development speed; the race to master this technology is very strong and Vietnam cannot stand aside if it wants to build an independent, self-reliant economy associated with proactive, active international integration, deep, substantial and effective.

Regarding the development direction in the coming time, the Prime Minister emphasized the goal of designing, manufacturing, and testing a number of necessary semiconductor chips by 2027 at the latest.

The Prime Minister pointed out a number of key tasks such as continuing to focus on promoting foreign investment attraction in the semiconductor sector, prioritizing projects with advanced technology, new technology, high technology, clean technology, modern management, high added value, spillover effects, connecting global production and supply chains.
